【摘要】：增量配電投資業(yè)務放開作為新一輪電力體制改革的焦點和難點,一直吸引著社會各界的關注。隨著全國106個試點項目的確定,增量配電投資業(yè)務放開從頂層設計進入了實施操作階段。為促進增量配電投資業(yè)務改革試點順利實施,在深度解讀政府相關政策的基礎上,深入研究增量配電投資業(yè)務放開的幾大關鍵問題,包括增量配電投資業(yè)務放開方式、定價機制、發(fā)電企業(yè)參與試點方式、招標方式、配套保障機制等,并提出相關建議。研究成果可以為省內增量配電投資業(yè)務改革試點方案和細則制定提供決策參考。
[Abstract]:As the focus and difficulty of the new round of electric power system reform, incremental distribution investment has been attracting the attention of all walks of life. With the confirmation of 106 pilot projects in China, incremental distribution investment business has been opened from top design to operational stage. In order to promote the successful implementation of the reform of incremental distribution investment business, on the basis of deeply interpreting the relevant government policies, several key issues of the opening up of incremental distribution investment business, including the opening mode of incremental distribution investment service, are studied in depth. Pricing mechanism, power generation enterprise participation pilot, bidding, supporting security mechanism, and put forward relevant suggestions. The research results can provide decision-making reference for the pilot scheme and detailed rules of incremental distribution investment business reform in the province.
