【摘要】："去產能"成為我國供給側改革的重中之重。去產能牽涉各方利益,不僅要淘汰已經過剩的產能,還需要防止一些正在建設和擬定建設的新增產能的擴張,而且在這一過程中還涉及淘汰產能企業(yè)的轉型、資產處置、員工安置、債務債權等問題,政府需做好應對去產能引發(fā)的一系列的社會風險、金融風險。
[Abstract]:"deproductivity" has become the top priority of China's supply-side reform. Deproduction capacity involves the interests of all parties. It is necessary not only to eliminate the already excess capacity, but also to prevent the expansion of some new capacity being built and planned. In the process, it also involves the transformation of production capacity enterprises and the disposal of assets. The government needs to deal with a series of social risks and financial risks caused by deproductivity.
