【摘要】：油氣礦業(yè)權(quán)市場化改革是我國油氣領域改革的重要任務。然而,我國油氣礦業(yè)權(quán)市場化改革進展緩慢,主要原因是油氣礦業(yè)權(quán)市場中各利益相關者之間存在利益不平衡和利益沖突,即油氣礦業(yè)權(quán)市場化改革的關鍵是如何處理好各利益相關者的關系。以利益相關者理論為基礎,確定了油氣礦業(yè)權(quán)市場中的核心利益相關者為中央政府、地方政府和礦業(yè)權(quán)主體,并構(gòu)建中央政府與地方政府完全信息動態(tài)博弈模型以及中央政府與礦業(yè)權(quán)主體的博弈模型。中央政府在油氣礦業(yè)權(quán)市場化改革中采取的策略會影響中央政府、地方政府兩者的效益,地方政府是否配合取決于利益分配是否合理。中央政府要想獲取更高的收益,提高油氣資源配置效率,就應引入市場競爭機制,吸引更多的礦業(yè)權(quán)主體參與到油氣礦業(yè)權(quán)市場交易中。建議油氣礦業(yè)權(quán)市場化改革要明確并降低油氣礦業(yè)權(quán)市場準入條件,引入市場競爭;中央政府要充分考察地方政府的利益訴求,并加強監(jiān)管;同時要建立各利益相關者間利益協(xié)調(diào)機制。
[Abstract]:The marketization reform of oil and gas mining right is an important task of oil and gas field reform in China. However, the market-oriented reform of oil and gas mining rights in China is progressing slowly, which is mainly due to the imbalance of interests and conflicts of interests among the stakeholders in the market of oil and gas mining rights. That is, the key to the marketization reform of oil and gas mining rights is how to deal with the relationship between stakeholders. Based on the stakeholder theory, the core stakeholders in the oil and gas mining rights market are determined as the central government, local governments and mining rights as the main body. The dynamic game model of complete information between central government and local government and the game model between central government and mining right subject are constructed. The strategy adopted by the central government in the reform of the marketization of oil and gas mining rights will affect the benefits of the central government and the local governments, and whether the local governments cooperate with each other depends on whether the distribution of benefits is reasonable. If the central government wants to obtain higher income and improve the efficiency of oil and gas resources allocation, it should introduce the market competition mechanism and attract more mining rights subjects to participate in the market transaction of oil and gas mining rights. It is suggested that the market-oriented reform of oil and gas mining rights should clarify and reduce the market access conditions of oil and gas mining rights, introduce market competition, and the central government should fully investigate the interests of local governments and strengthen supervision. At the same time, it is necessary to establish an interest coordination mechanism among stakeholders.
