【摘要】：礦產(chǎn)資源儲(chǔ)備是保障國家資源安全和經(jīng)濟(jì)可持續(xù)發(fā)展的重要手段之一。本文選擇美國、日本礦產(chǎn)資源國家儲(chǔ)備制度進(jìn)行研究,分析了兩國資源稟賦、儲(chǔ)備目標(biāo)、礦產(chǎn)資源產(chǎn)品儲(chǔ)備和產(chǎn)地儲(chǔ)備,對(duì)比了我國擬開展礦產(chǎn)資源儲(chǔ)備的基本制度,借鑒并提出了我國礦產(chǎn)資源產(chǎn)品、產(chǎn)能、產(chǎn)地儲(chǔ)備相結(jié)合的儲(chǔ)備體系架構(gòu),以及相應(yīng)的實(shí)施措施和建議。
[Abstract]:Mineral resources reserve is one of the important means to guarantee national resource security and economic sustainable development. This paper chooses the national reserve system of mineral resources of the United States and Japan to study, analyzes the resource endowment, reserve target, mineral resource product reserve and production area reserve of the two countries, and compares the basic system of mineral resources reserve in our country. The structure of reserve system combining mineral resources product, production capacity and production area reserve is put forward, and the corresponding implementing measures and suggestions are also put forward.
