【摘要】：制造業(yè)創(chuàng)新研究所是美國政府為應對新工業(yè)革命而創(chuàng)建的一種新型創(chuàng)新機制,它把政府、產(chǎn)業(yè)界和學術界組織在一起,以實現(xiàn)先進制造技術的跨越式創(chuàng)新。創(chuàng)新所要協(xié)同完成如下核心功能:開發(fā)新興技術、培訓新型勞動力以及形成可持續(xù)的商業(yè)模式,并通過創(chuàng)新網(wǎng)絡把每個創(chuàng)新所的經(jīng)驗教訓放大到全國。從創(chuàng)新所的創(chuàng)建到運作,政府有為而不越位:克服競爭前技術開發(fā)的市場失靈,彌補企業(yè)的不足,監(jiān)督創(chuàng)新績效,確保實現(xiàn)預期目標。這對實現(xiàn)《中國制造2025》中提出的"建立制造業(yè)創(chuàng)新中心"有借鑒意義。
[Abstract]:The manufacturing innovation institute is a new innovation mechanism created by the American government to deal with the new industrial revolution. It organizes the government, industry and academia together to realize the leapfrog innovation of advanced manufacturing technology. Innovation collaborates with the following core functions: developing emerging technologies, training new labor forces, and building sustainable business models, and amplifying the lessons of each innovation institute across the country through innovation networks. From the establishment to the operation of the innovation institute, the government has made great efforts to overcome the market failure of technological development before competition, to make up for the shortage of enterprises, to supervise the innovation performance and to ensure the achievement of the expected goal. It has reference significance to realize "establishing manufacturing innovation center" in "made in China 2025".
