【摘要】：對(duì)電力市場(chǎng)發(fā)展而言,長(zhǎng)期的電力行政指導(dǎo)已無法適應(yīng)我國未來能源市場(chǎng)的健康發(fā)展,嚴(yán)重制約著我國經(jīng)濟(jì)和能源市場(chǎng)的可持續(xù)發(fā)展,因此加快電力市場(chǎng)改革和調(diào)整策略,適應(yīng)未來我國經(jīng)濟(jì)發(fā)展和能源發(fā)展要求,不僅對(duì)整個(gè)電力行業(yè),也對(duì)每一個(gè)電力企業(yè)具有重要意義。本文以遼寧電網(wǎng)為研究對(duì)象,通過對(duì)遼寧電力市場(chǎng)的發(fā)展階段及現(xiàn)行運(yùn)營模式進(jìn)行研究分析,歸納總結(jié)出遼寧電力市場(chǎng)存在的風(fēng)險(xiǎn),并提出了相應(yīng)的應(yīng)對(duì)策略。首先,根據(jù)電力工業(yè)可以發(fā)電、輸電、配電和售電的四大領(lǐng)域以及領(lǐng)域中壟斷、競(jìng)爭(zhēng)和選擇的不同程度把電力市場(chǎng)的運(yùn)營模式分成四種類型:壟斷型模式、發(fā)電競(jìng)爭(zhēng)模式、輸電電網(wǎng)開放模式、零售模式。對(duì)四種運(yùn)行模式的原理及優(yōu)缺點(diǎn)進(jìn)行了介紹及對(duì)比分析,為后文遼寧電力市場(chǎng)的運(yùn)營模式發(fā)展分析奠定理論基礎(chǔ)。其次,簡(jiǎn)單介紹遼寧電網(wǎng)的基本情況,回顧了遼寧電網(wǎng)幾個(gè)主要的電力市場(chǎng)發(fā)展階段,對(duì)比了不同類型的交易模式對(duì)市場(chǎng)造成的實(shí)際影響,并對(duì)遼寧電網(wǎng)現(xiàn)行的運(yùn)營模式進(jìn)行了介紹并根據(jù)實(shí)際提出了遼寧省級(jí)電力市場(chǎng)的階段性發(fā)展方向。研究了博弈理論的基本原理,并將博弈理論應(yīng)用于電力市場(chǎng),研究了博弈論在電力市場(chǎng)購售電決策、區(qū)域間功率交換、轉(zhuǎn)運(yùn)和輸電成本分配及操控市場(chǎng)行為中的應(yīng)用。并建立完全信息靜態(tài)博弈模型分析了發(fā)電商在兩種模式下的收益情況。最后,由于電力市場(chǎng)的風(fēng)險(xiǎn)存在于生產(chǎn)、交易、消費(fèi)、規(guī)劃及發(fā)展等各個(gè)環(huán)節(jié),為保障遼寧電力市場(chǎng)的建設(shè)的順利進(jìn)行和電力企業(yè)的健康發(fā)展,我們必須了解和分析各種風(fēng)險(xiǎn)因素,進(jìn)行風(fēng)險(xiǎn)識(shí)別,實(shí)施風(fēng)險(xiǎn)管理,采取各種措施和方法規(guī)避和減小風(fēng)險(xiǎn),以有效控制風(fēng)險(xiǎn)。文章對(duì)市場(chǎng)發(fā)展策略做了介紹,并提出相應(yīng)的應(yīng)對(duì)策略。
[Abstract]:As for the development of electric power market, the long-term administrative guidance of electric power has been unable to adapt to the healthy development of the future energy market of our country, which seriously restricts the sustainable development of our economy and energy market, so it speeds up the reform and adjustment strategy of the power market. It is of great significance not only to the whole electric power industry but also to every electric power enterprise to adapt to the future economic development and energy development of our country. This paper takes Liaoning power grid as the research object, through the research and analysis of Liaoning electric power market development stage and the current operation mode, summarizes the Liaoning electric power market existence risk, and puts forward the corresponding countermeasure. First of all, according to the four major fields of power generation, transmission, distribution and distribution, and the degree of monopoly, competition and selection in the field of electricity industry, the operation mode of electricity market can be divided into four types: monopoly mode, generation competition mode, and so on. Transmission network open mode, retail mode. The principle, advantages and disadvantages of the four operation modes are introduced and compared, which lays a theoretical foundation for the development and analysis of Liaoning electric power market. Secondly, the paper briefly introduces the basic situation of Liaoning Power Grid, reviews several main power market development stages of Liaoning Power Grid, and compares the actual effects of different transaction models on the market. The current operation mode of Liaoning power grid is introduced and the development direction of Liaoning provincial electric power market is put forward according to the actual situation. The basic principle of the game theory is studied, and the game theory is applied to the electricity market. The application of the game theory in the decision-making of electricity purchase and sale, the power exchange between regions, the distribution of transfer and transmission cost and the control of the market behavior are studied. The static game model of complete information is established to analyze the income of the generator under the two modes. Finally, because the risk of electricity market exists in production, transaction, consumption, planning and development, in order to ensure the smooth development of Liaoning electric power market and the healthy development of electric power enterprises, We must understand and analyze various risk factors, identify risks, implement risk management, and take various measures and methods to avoid and reduce risks in order to effectively control risks. This paper introduces the strategy of market development and puts forward corresponding countermeasures.
