【摘要】：在清代,政府督理鹽政,掌控國(guó)內(nèi)的食鹽供應(yīng)活動(dòng)。其管理方式,主要是通過(guò)鹽商開(kāi)發(fā)鹽礦資源,配銷鹽貨來(lái)完成的。河?xùn)|鹽區(qū)的鹽商,是由負(fù)責(zé)組織生產(chǎn)的坐商和承當(dāng)遠(yuǎn)途銷售的運(yùn)商組成。坐商和運(yùn)商長(zhǎng)期互相配合,共同進(jìn)行河?xùn)|鹽區(qū)的經(jīng)濟(jì)建設(shè)。他們二者,于特定的引稅制和引岸制下,堅(jiān)持協(xié)作,常常連續(xù)完成朝廷賦予的鹽政任務(wù),保證了河?xùn)|鹽業(yè)經(jīng)濟(jì)的穩(wěn)定;同時(shí),雙方之間,往往相互制約,甚至發(fā)生沖突,從而又妨礙了當(dāng)?shù)佧}業(yè)經(jīng)濟(jì)的發(fā)展。
[Abstract]:In the Qing Dynasty, the government administered salt administration and controlled salt supply activities in the country. Its management mode, mainly through salt merchants to develop salt mineral resources, salt distribution to complete. Salt merchants in Hedong Salt District are composed of operators responsible for organizing production and carrying out long-distance sales. Traders and carriers long-term cooperation, joint economic construction in Hedong salt area. Under the specific taxation system and the coastal diversion system, the two of them insisted on cooperation and often completed the salt administration task entrusted by the imperial court in succession, which ensured the stability of the salt industry economy in Hedong. At the same time, the two sides often restricted each other and even conflicted with each other. This hinders the development of the local salt industry economy.
