【摘要】:油田產(chǎn)能項目開發(fā)是一項高科技、高投資、高風險的工程項目,需用從多方面論證項目的合理性,從而能夠讓管理層正確的判斷項目的合理性,提高投資的收益。油田產(chǎn)能項目的經(jīng)濟評價作為油田開發(fā)可行性研究的重要組成部分,在國家現(xiàn)行經(jīng)濟法規(guī)的指導(dǎo)下,通過預(yù)測目標的支出和利潤等指標來分析擬建產(chǎn)能項目的經(jīng)濟效益和可行性,從而成為開發(fā)投資決策的主要依據(jù)。本論文首先研究了目前國內(nèi)關(guān)于油田產(chǎn)能建設(shè)項目、油田開發(fā)改擴建項目經(jīng)濟評價的基本理論和基礎(chǔ)知識(如油氣操作成本、財務(wù)費用、管理費用、營業(yè)費用、稅金等),歸納總結(jié)適用于油田實際情況的各種油田開發(fā)經(jīng)濟評價方法、公式以及參數(shù)等,提出油田產(chǎn)能建設(shè)項目經(jīng)濟評價的模型和流程。然后,依據(jù)中石油現(xiàn)行的油田產(chǎn)能項目經(jīng)濟評價方面的相關(guān)規(guī)定及最新的軟件開發(fā)標準,進行系統(tǒng)開發(fā)。最后通過一個應(yīng)用實例來證明系統(tǒng)的計算結(jié)果是準確有效的,可以成為油田開發(fā)經(jīng)濟評價的得力助手。本系統(tǒng)以大慶油田設(shè)計院實際業(yè)務(wù)為背景,通過對數(shù)據(jù)的計算得出一些生產(chǎn)中必須的參數(shù),如生產(chǎn)成本和費用、利潤、財務(wù)內(nèi)部收益率、財務(wù)凈現(xiàn)值、項目投資現(xiàn)金流量、投資回收期等。通過盈虧平衡分析和敏感性分析,考察各種不利因素對項目的影響,從而判斷項目可能容許的風險程度,進而幫助決策層對油氣田開發(fā)項目的可行性做出科學(xué)決策。系統(tǒng)的開發(fā)是通過建立SQL數(shù)據(jù)庫,實現(xiàn)文件上載,采用Windows2003 Server IIS和Microsoft Visual S tudio.net 2010進行服務(wù)器端平臺設(shè)計。目前該系統(tǒng)運行良好,有效的提高了大慶油田設(shè)計院經(jīng)濟評價的工作效率。通過實踐證明數(shù)據(jù)完整、可靠、數(shù)據(jù)處理準確率100%,縮短評價時間97%以上,提高工作效率6-15倍。
[Abstract]:Oilfield productivity project development is a high-tech, high-investment, high-risk engineering project, which needs to be demonstrated from various aspects of the rationality of the project, so that the management can correctly judge the rationality of the project. Economic evaluation of oilfield productivity projects as an important part of the feasibility study of oilfield development, under the guidance of the current national economic laws and regulations, This paper analyzes the economic benefit and feasibility of the proposed production capacity project by forecasting the target expenditure and profit, thus becoming the main basis of the development investment decision. Firstly, this paper studies the domestic production capacity construction project at present. Basic theories and basic knowledge of economic evaluation of oilfield development reconstruction and extension projects (such as oil and gas operating costs, financial expenses, management costs, operating expenses, This paper summarizes the economic evaluation methods, formulas and parameters of oilfield development, and puts forward the model and process of economic evaluation of oilfield productivity construction project. According to the relevant regulations on economic evaluation of oilfield productivity project and the latest software development standard, the system is developed. Finally, an application example is used to prove that the calculation result of the system is accurate and effective. This system is based on the actual business of Daqing Oilfield Design Institute, through the calculation of the data, we can get some necessary parameters in production, such as production cost and cost, profit, etc. Financial internal rate of return, financial net present value, project investment cash flow, investment payback period, etc. Through break-even analysis and sensitivity analysis, we investigate the influence of various adverse factors on the project, so as to judge the degree of risk that the project may allow. The development of the system is based on the establishment of SQL database and the uploading of the files, and the development of the system can help the decision makers to make a scientific decision on the feasibility of the oil and gas field development projects. Windows2003 Server IIS and Microsoft Visual S tudio.net 2010 are used to design the server platform. At present, the system is running well, which effectively improves the efficiency of economic evaluation in Daqing Oilfield Design Institute. It is proved by practice that the data is complete and reliable. The accuracy of data processing is 100, the evaluation time is shortened by more than 97%, and the working efficiency is improved by 6-15 times.
