京津冀協(xié)同發(fā)展下河北省工業(yè)轉(zhuǎn)型升級研究

【摘要】:京津冀協(xié)同發(fā)展作為我國的一項重大國家戰(zhàn)略,帶給河北省全方位、深層次的重大發(fā)展機(jī)遇。河北是工業(yè)大省,但重化工業(yè)占比較高,特別是鋼鐵、煤炭、水泥、玻璃等產(chǎn)能嚴(yán)重過剩,而且制造業(yè)水平,特別是現(xiàn)代制造業(yè)水平不高。同時,工業(yè)發(fā)展與環(huán)境保護(hù)間的矛盾也愈發(fā)突出。隨著我國進(jìn)入經(jīng)濟(jì)轉(zhuǎn)型期,河北工業(yè)轉(zhuǎn)型升級,既是自身發(fā)展的需要,也是改善京津冀區(qū)域大氣環(huán)境,促進(jìn)京津冀協(xié)同發(fā)展的需要。本文以京津冀協(xié)同發(fā)展為背景,對河北省工業(yè)轉(zhuǎn)型升級問題進(jìn)行研究!毒┙蚣絽f(xié)同發(fā)展綱要》中對河北的定位是“三區(qū)一基地”,即將河北建設(shè)成“全國現(xiàn)代商貿(mào)物流重要基地、產(chǎn)業(yè)轉(zhuǎn)型升級試驗區(qū)、新型城鎮(zhèn)化與城鄉(xiāng)統(tǒng)籌示范區(qū)、京津冀生態(tài)環(huán)境支撐區(qū)”。其中,產(chǎn)業(yè)轉(zhuǎn)型升級試驗區(qū),工業(yè)的轉(zhuǎn)型升級應(yīng)是重頭戲。本文對河北工業(yè)轉(zhuǎn)型升級問題的研究,與以往這方面的研究存在很大不同,最大的不同在于本文的研究是建立在京津冀協(xié)同發(fā)展基礎(chǔ)上,以《綱要》為指導(dǎo)。首先,對工業(yè)轉(zhuǎn)型升級的含義進(jìn)行了界定,并對相關(guān)理論進(jìn)行了闡述;接著,對河北省工業(yè)發(fā)展現(xiàn)狀與工業(yè)轉(zhuǎn)型升級面臨的問題進(jìn)行研究,發(fā)現(xiàn)河北省工業(yè)發(fā)展仍處于低水平粗放階段,重化工業(yè)仍占有較大比重,現(xiàn)代制造業(yè)占比較低,而且工業(yè)轉(zhuǎn)型升級問題突出;第三,對河北省轉(zhuǎn)型升級的方向進(jìn)行了研究,為了增強(qiáng)研究的可行性,本文運用偏離份額法對工業(yè)內(nèi)部的每一個行業(yè)加以分析,通過河北省工業(yè)分行業(yè)份額偏離值六年的縱向?qū)Ρ纫约熬┙蚣饺氐臋M向?qū)Ρ?發(fā)掘各個行業(yè)的發(fā)展情況,找出工業(yè)轉(zhuǎn)型升級的重點行業(yè),并分析重點行業(yè)相對應(yīng)的轉(zhuǎn)型升級的方向;最后,本文結(jié)合河北省工業(yè)轉(zhuǎn)型面臨的問題與工業(yè)轉(zhuǎn)型的方向,從微觀層面分行業(yè)提出了河北省工業(yè)轉(zhuǎn)型的路徑,從宏觀層面提出了工業(yè)轉(zhuǎn)型升級的對策建議。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei, as a major national strategy of our country, brings Hebei Province a great opportunity for all-round and deep-seated development. Hebei is a major industrial province, but the heavy chemical industry accounts for a relatively high proportion, especially steel, coal, cement, The level of manufacturing industry, especially the modern manufacturing industry, is not high. At the same time, the contradiction between industrial development and environmental protection is becoming more and more prominent. As China enters the period of economic transformation, Hebei's industrial transformation and upgrading. It is not only the need of its own development, but also the need to improve the regional atmospheric environment of Beijing-Tianjin-Hebei region and promote the coordinated development of Beijing-Tianjin-Hebei. This paper studies the problem of industrial transformation and upgrading in Hebei Province. The "three regions and one Base" is the orientation of the "Beijing, Tianjin and Hebei Cooperative Development Program", which is to build Hebei into a "national important base for modern trade and trade logistics, and an experimental zone for industrial transformation and upgrading." New urbanization and urban-rural overall planning demonstration area, Beijing, Tianjin and Hebei ecological environment support area ". Among them, the industrial transformation and upgrading experimental area, the industrial transformation and upgrading should be the most important drama. This paper studies the problem of Hebei industrial transformation and upgrading. The biggest difference is that the research in this paper is based on the cooperative development of Beijing-Tianjin-Hebei and guided by "outline". Firstly, the meaning of industrial transformation and upgrading is defined. Then, the current situation of Hebei's industrial development and the problems faced by the industrial transformation and upgrading are studied. It is found that Hebei's industrial development is still at a low level and extensive stage, and heavy chemical industry still occupies a large proportion. The modern manufacturing industry occupies a relatively low proportion, and the problem of industrial transformation and upgrading is prominent. Thirdly, the direction of transformation and upgrading in Hebei Province is studied, in order to enhance the feasibility of the study, This article uses the method of deviation share to analyze each industry inside the industry, through the longitudinal contrast of six years' deviation value of the industrial sub-industry share of Hebei Province and the horizontal contrast of the three places of Beijing, Tianjin and Hebei, we can find out the development situation of each industry. Find out the key industries of the industrial transformation and upgrade, and analyze the corresponding transformation and upgrading direction of the key industries. Finally, this paper combines the problems facing the industrial transformation in Hebei Province and the direction of the industrial transformation. This paper puts forward the path of the industrial transformation in Hebei Province from the micro level, and puts forward the countermeasures and suggestions on the industrial transformation and upgrading from the macro level.
