【摘要】：正2017年1月19日,國家發(fā)改委發(fā)布《石油發(fā)展“十三五”規(guī)劃》2016—2020�！兑�(guī)劃》包括上游資源勘探開發(fā)、中游原油成品油管網(wǎng)等基礎(chǔ)設(shè)施建設(shè),兼顧下游石油節(jié)約和替代,部署了六大重點任務(wù)。《規(guī)劃》提出,“十三五”期間,年均新增探明石油地質(zhì)儲量10億t左右。2020年國內(nèi)石油產(chǎn)量2億t以上,構(gòu)建開放條件下的多元石油供應(yīng)安全體系,保障國內(nèi)2020年5.9億t的石油消費水平。在基礎(chǔ)設(shè)施能力方面,《規(guī)劃》提出,“十三五”期間,建成原油管道約5 000 km,新增一次輸油能力1.2億t/a;建,
[Abstract]:On January 19th 2017, the National Development and Reform Commission issued the 13th Five-Year Plan for Petroleum Development, 2016-2020.The program includes infrastructure construction such as upstream resources exploration and development, pipeline networks for crude oil products in the middle reaches, and so on, taking into account downstream oil conservation and substitution. Six major key tasks have been deployed. The "Plan" proposes that during the 13th Five-Year Plan, the annual proven oil geological reserves will increase by about 1 billion tons per year. In 2020, the domestic oil production will exceed 200 million tons, and a multi-dimensional oil supply security system will be established under the open conditions. In 2020, the National Petroleum consumption level of 590 million tons was guaranteed. In terms of infrastructure capacity, the "Plan" proposed that during the 13th Five-Year Plan, the crude oil pipeline should be completed at about 5 000 km, with an additional oil transfer capacity of 120 million t / a;
