【摘要】：國內經濟數十年來的快速發(fā)展,使得機動車的數量呈級數增長。悄然出現的機動車加油卡,不僅解決了傳統(tǒng)現金支付的弊端,而且為消費者提供了方便快捷的加油服務。然而,加油卡系統(tǒng)上線帶來便利的同時,也存在機動車加油卡系統(tǒng)業(yè)務異常監(jiān)管不力,存在嚴重風險隱患的問題。這些可能出現的風險很大程度上危及著系統(tǒng)的正常運行,并可能造成嚴重的企業(yè)經濟損失與社會負面影響。因此,對機動車加油卡業(yè)務進行風險監(jiān)控意義重大。本文基于風險管理理論,以SC石油公司加油卡業(yè)務為研究對象開展加油卡風險分析與監(jiān)控管理研究。首先對SC石油公司加油卡系統(tǒng)的總體架構與構成進行簡要闡述;其次對加油卡業(yè)務的主要流程進行深入剖析,組織專家組對加油卡全生命周期內可能存在的潛在風險進行識別;利用風險指數法、層次分析法對風險源進行了評估研究,得到SC石油公司加油卡業(yè)務風險源綜合排序結果。為提高風險管理的有效性與及時性,研究了 SC石油公司加油卡風險監(jiān)控體系,在分析加油卡業(yè)務風險監(jiān)控體系構建原則與思路的基礎上,按照異常規(guī)則告警、風險監(jiān)控與查詢、預警管理系統(tǒng)、告警信息處理、資料管理、系統(tǒng)管理六個模塊對進行了設計。通過風險監(jiān)控系統(tǒng)進行預先識別與預防,最大程度上降低風險發(fā)生概率與風險損失,提高SC石油公司加油卡業(yè)務風險管理的效率與準確程度。
[Abstract]:With the rapid development of domestic economy in recent decades, the number of motor vehicles has increased in a series. The emergence of motor vehicle refueling cards not only solves the drawbacks of traditional cash payment. And it provides convenient and fast refueling service for consumers. However, the online refueling card system brings convenience, but there is also abnormal supervision of the vehicle refueling card system business. These possible risks to a large extent endanger the normal operation of the system, and may cause serious economic losses and negative social impact. It is of great significance to monitor the risk of vehicle refueling card business. This paper is based on the theory of risk management. Taking the refueling card business of SC oil company as the research object, the risk analysis and monitoring management of the refueling card are studied. Firstly, the overall structure and structure of the refueling card system of SC oil company are briefly described. Secondly, the main process of refueling card business is deeply analyzed, and the expert group is organized to identify the potential risks that may exist in the whole life cycle of refueling card. By using the risk index method and the analytic hierarchy process, the risk sources are evaluated and studied, and the comprehensive ranking results of the risk sources of the refueling card business of SC oil company are obtained. In order to improve the effectiveness and timeliness of risk management. On the basis of analyzing the principles and ideas of the construction of the refueling card business risk monitoring system, according to the abnormal rules of warning, risk monitoring and inquiry, early warning management system. Warning information processing, data management, system management six modules are designed. Through the risk monitoring system to identify and prevent in advance, to reduce the probability of risk and risk loss to the greatest extent. Improve SC oil card business risk management efficiency and accuracy.
