【摘要】：近年,財(cái)政部、國資委鼓勵(lì)大型企業(yè)研究財(cái)務(wù)共享方案、建立財(cái)務(wù)共享服務(wù)中心。財(cái)務(wù)共享作為一種比較先進(jìn)的財(cái)務(wù)管理模式,能很直觀地降低企業(yè)的運(yùn)營成本,提高整體效益。但其建設(shè)與實(shí)施是一個(gè)復(fù)雜的系統(tǒng)工程,需要整合財(cái)務(wù)職能、企業(yè)管理模式、信息系統(tǒng)等多維度的資源,因此實(shí)施中面臨人員、流程、系統(tǒng)、外部環(huán)境等因素的變革,其難度大、范圍廣、內(nèi)容復(fù)雜,尤其是實(shí)施過程中的風(fēng)險(xiǎn)問題日益凸顯。Z油田作為中國石油化工集團(tuán)的分公司在實(shí)施財(cái)務(wù)共享過程中,經(jīng)歷了深刻的變革,宏觀上改變了油田的財(cái)務(wù)管理模式,微觀上對(duì)財(cái)務(wù)人員的職業(yè)素質(zhì)、工作方法、職業(yè)規(guī)劃等提出了新要求。目前國內(nèi)外學(xué)者對(duì)企業(yè)實(shí)施財(cái)務(wù)共享的研究主要集中于必要性與可行性方面,本文選擇不同的視角——以Z油田實(shí)施財(cái)務(wù)共享的關(guān)鍵風(fēng)險(xiǎn)為研究對(duì)象,采用風(fēng)險(xiǎn)識(shí)別——風(fēng)險(xiǎn)評(píng)價(jià)——風(fēng)險(xiǎn)應(yīng)對(duì)的研究思路對(duì)Z油田實(shí)施財(cái)務(wù)共享的風(fēng)險(xiǎn)問題進(jìn)行研究。主要圍繞以下三個(gè)方面展開:首先,從財(cái)務(wù)共享的發(fā)展出發(fā),分析其與傳統(tǒng)財(cái)務(wù)管理模式的不同之處,分析其優(yōu)勢與局限性,界定出實(shí)施財(cái)務(wù)共享風(fēng)險(xiǎn)的含義,并總結(jié)其特點(diǎn);其次,按照COSO企業(yè)風(fēng)險(xiǎn)管理理論和實(shí)施財(cái)務(wù)共享的關(guān)鍵因素,識(shí)別出33項(xiàng)Z油田實(shí)施財(cái)務(wù)共享風(fēng)險(xiǎn),涉及到財(cái)務(wù)管理模式選擇、資金管理、財(cái)務(wù)人員變革、財(cái)務(wù)流程變革、財(cái)務(wù)系統(tǒng)建設(shè)、稅務(wù)法律風(fēng)險(xiǎn)六大類風(fēng)險(xiǎn),然后提出這些風(fēng)險(xiǎn)因素可能引起的風(fēng)險(xiǎn)后果,并采用問卷調(diào)查、SPSS軟件分析等方法對(duì)風(fēng)險(xiǎn)進(jìn)行排序和分類,再對(duì)各類風(fēng)險(xiǎn)與不同風(fēng)險(xiǎn)后果進(jìn)行相關(guān)性分析;最后,依據(jù)Z油田實(shí)施財(cái)務(wù)共享的風(fēng)險(xiǎn)分析,參考中興集團(tuán)實(shí)施財(cái)務(wù)共享的經(jīng)驗(yàn)和做法,分別提出Z油田實(shí)施財(cái)務(wù)共享的六大類風(fēng)險(xiǎn)的防控方法,希望對(duì)正在實(shí)施財(cái)務(wù)共享的Z油田帶來實(shí)質(zhì)性的幫助。
[Abstract]:In recent years, the Ministry of Finance and SASAC have encouraged large enterprises to study financial sharing schemes and establish financial sharing service centers. Financial sharing is a relatively advanced financial management model. But its construction and implementation is a complex system engineering, needs to integrate the financial function, enterprise management model, information system and other multi-dimensional resources. Therefore, the implementation of personnel, processes, systems, external environment and other factors of change, its difficulty, wide scope, complex content. Especially the risk problem in the implementation process is increasingly prominent. Z oilfield as a subsidiary of China Petrochemical Group has experienced profound changes in the implementation of financial sharing process. Macroscopically, the financial management mode of oil field has been changed, and the professional quality and working methods of financial personnel have been changed in microcosmic. At present, scholars at home and abroad mainly focus on the necessity and feasibility of the financial sharing of enterprises. In this paper, we choose different angle of view-taking the key risk of financial sharing in Z oilfield as the research object. Risk identification-risk assessment-risk response to the risk of Z oilfield implementation of financial sharing risk research. Mainly around the following three aspects: first, from the development of financial sharing. This paper analyzes the differences between the financial management mode and the traditional financial management mode, analyzes its advantages and limitations, defines the meaning of implementing financial sharing risk, and summarizes its characteristics. Secondly, according to the COSO enterprise risk management theory and the key factors of implementing financial sharing, 33 items of Z oilfield are identified to implement financial sharing risk, which involves the choice of financial management mode and fund management. Financial personnel reform, financial process change, financial system construction, tax legal risk six types of risks, and then put forward these risk factors may cause risk consequences, and use a questionnaire survey. SPSS software analysis and other methods to sort and classify the risk, and then the various types of risk and different consequences of risk correlation analysis; Finally, based on the risk analysis of financial sharing in Z oilfield and the experience and practice of financial sharing in ZTE Group, six kinds of risk prevention and control methods of financial sharing in Z Oilfield are put forward. We hope to bring substantial help to Z oil field which is implementing financial sharing.
