【摘要】:食品生產(chǎn)領域作坊式企業(yè)作為一個成因復雜的社會問題,和食品消費對象的泛在性、消費層次的多重性和生產(chǎn)加工的簡易性密不可分。雖然食品生產(chǎn)領域作坊式企業(yè)的產(chǎn)品存在一定的需求空間,在解決就業(yè)、方便百姓、消化農產(chǎn)品等方面也起到了一定的作用,但目前仍存在下述多種問題,比如“小、散、亂、差”的問題,季節(jié)性、流動性和隱蔽性強的問題等。政府監(jiān)管部門目前的工作重點是如何通過加強管理,規(guī)范生產(chǎn)經(jīng)營行為,達到確保食品安全的效果。本文以長清地區(qū)的作坊式食品加工企業(yè)為例,從公共管理的角度出發(fā),對監(jiān)管面臨的問題進行全面梳理分析,并據(jù)此提出監(jiān)管作坊式食品加工企業(yè)的對策。論文由五章構成:第一章主要對作坊式企業(yè)監(jiān)管的研究背景、研究意義和研究方法進行介紹,并對作坊式企業(yè)做出新的定義。第二章介紹了食品生產(chǎn)領域內政府監(jiān)管基礎知識理論和相關概念。第三章是對我國作坊式企業(yè)食品生產(chǎn)安全監(jiān)管的現(xiàn)狀分析,并指出長清區(qū)作坊式食品加工企業(yè)監(jiān)管面臨的主要問題。第四章是對國內外相對發(fā)達地區(qū)食品生產(chǎn)監(jiān)管的一些經(jīng)驗借鑒。第五章通過案例分析和經(jīng)驗借鑒以及對長清區(qū)作坊式食品加工企業(yè)的監(jiān)管模式進行深入研究,得出結論。從政府部門監(jiān)管層面和治理的角度出發(fā),為地方政府加強作坊式企業(yè)的監(jiān)管提出了具有參考價值的對策和建議。
[Abstract]:The field of food production enterprises workshop as a cause of complex social problems, and food consumption object in the pan, ease of consumption level and multiple production and processing are inseparable. Although the field of food production enterprises workshop products there is a certain demand for space in solving the employment, the convenience of the people, digestion and other agricultural products it also played a certain role, but there are still many problems such as the following, "small, scattered, chaotic, poor problem, seasonal, mobility and concealment of the problem. The current focus of the government supervision department is how to strengthen the management, standardize the production and operation, to ensure food safety results. In this paper type of food processing enterprises in Changqing area as an example, from the perspective of public management, conduct a comprehensive analysis of regulatory problems, and puts forward the supervision of food workshops Countermeasures of processing enterprises. This thesis consists of five chapters: the first chapter mainly research background of artisanal enterprises supervision, research significance and research methods are introduced, and make a new definition of artisanal enterprises. The second chapter introduces the food production in the field of government regulation theory and related concepts. The third chapter is the analysis of the present situation of China's enterprises workshop for food production safety supervision, and points out the main problems of Changqing District artisanal food processing enterprises supervision. The fourth chapter is from the relative experience of food production supervision in developed areas at home and abroad. The fifth chapter through the case analysis and experience and in-depth research, the conclusion of Changqing District food workshops processing enterprises supervision mode. Starting from the government departments of supervision and governance, for the local government to strengthen the supervision of artisanal enterprises is proposed with reference The countermeasures and suggestions of value.
