【摘要】：金融是現(xiàn)代經(jīng)濟(jì)的核心,金融行業(yè)的競(jìng)爭(zhēng)成為了國際競(jìng)爭(zhēng)的重中之重。金融服務(wù)外包成為金融機(jī)構(gòu)降低成本、提高核心競(jìng)爭(zhēng)力的重要途徑,更給承接金融服務(wù)外包的國家和地區(qū)帶來了不可估量的市場(chǎng)機(jī)遇。IDC數(shù)據(jù)顯示,早在2009年金融服務(wù)外包就以1866億美元的規(guī)模位居全球服務(wù)外包市場(chǎng)之首�？梢�,作為一個(gè)新興產(chǎn)業(yè),金融服務(wù)外包的發(fā)展已經(jīng)成為一股不可逆轉(zhuǎn)的潮流。 自2008年起,國內(nèi)許多服務(wù)外包示范城市紛紛開始建立金融后臺(tái)中心,大力發(fā)展離岸金融服務(wù)外包。杭州市也于2009年將金融服務(wù)業(yè)列為“八大產(chǎn)業(yè)”發(fā)展目標(biāo)之一,并明確了打造“國際知名的金融服務(wù)外包交付中心”的產(chǎn)業(yè)定位。五年內(nèi),杭州離岸金融服務(wù)外包產(chǎn)業(yè)規(guī)模增長(zhǎng)了近兩倍,為促進(jìn)服務(wù)業(yè)出口、推動(dòng)城市產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型做出重要貢獻(xiàn)；但同時(shí)也存在承接的業(yè)務(wù)層次較低、利潤空間較小、中高端金融服務(wù)外包人才短缺、知識(shí)產(chǎn)權(quán)保護(hù)體系薄弱等問題。如何進(jìn)一步提升杭州市離岸金融服務(wù)外包競(jìng)爭(zhēng)力是一個(gè)具有現(xiàn)實(shí)意義的重要課題。 本文采用定性與定量、國內(nèi)與國際比較相結(jié)合的方法,依據(jù)“提出問題—分析問題—解決問題”的思路展開研究。本文首先界定了離岸金融服務(wù)外包相關(guān)概念和理論基礎(chǔ),并分析了杭州市發(fā)展離岸金融服務(wù)外包的內(nèi)外部環(huán)境。其次,在構(gòu)建離岸金融服務(wù)外包競(jìng)爭(zhēng)力評(píng)價(jià)體系的基礎(chǔ)上,運(yùn)用基于AHP的綜合模糊評(píng)價(jià)法和因子分析法對(duì)杭州承接離岸金融服務(wù)外包的國內(nèi)競(jìng)爭(zhēng)力進(jìn)行測(cè)度,結(jié)果顯示：杭州離岸金融服務(wù)外包競(jìng)爭(zhēng)力評(píng)級(jí)為“優(yōu)”,并且在國內(nèi)21個(gè)服務(wù)外包示范城市中位居第六。再次,選取杭州離岸金融服務(wù)外包領(lǐng)軍企業(yè)浙大網(wǎng)新與印度外包巨頭Infosys進(jìn)行比較,并將杭州與印度著名外包城市班加羅爾進(jìn)行對(duì)比,從企業(yè)和城市兩個(gè)視角實(shí)現(xiàn)杭州市離岸服務(wù)外包的國際比較。最后,對(duì)如何進(jìn)一步提升杭州離岸金融服務(wù)外包競(jìng)爭(zhēng)力提出積極拓展金融服務(wù)外包市場(chǎng)、培養(yǎng)引進(jìn)金融服務(wù)外包人才等六大政策建議。
[Abstract]:Finance is the core of modern economy, and the competition of financial industry has become the most important part of international competition. Financial service outsourcing has become an important way for financial institutions to reduce costs and improve their core competitiveness, and has brought inestimable market opportunities to countries and regions undertaking financial service outsourcing. IDC data show, As early as 2009, financial services outsourcing ranked first in the global service outsourcing market with a scale of $186.6 billion. It can be seen that, as a new industry, the development of financial service outsourcing has become an irreversible trend. Since 2008, many domestic service outsourcing demonstration cities have begun to establish financial back-office centers and vigorously develop offshore financial service outsourcing. Hangzhou also listed the financial service industry as one of the "eight major industries" in 2009, and made clear the industrial positioning of building an "internationally renowned financial service outsourcing delivery center". In the past five years, the scale of offshore financial service outsourcing industry in Hangzhou has nearly tripled, which has made important contributions to promoting the export of service industry and promoting the transformation of urban industrial structure. But at the same time, there are some problems, such as low business level, small profit space, shortage of middle and high end financial service outsourcing talents, weak intellectual property protection system and so on. How to further enhance the competitiveness of offshore financial service outsourcing in Hangzhou is an important issue of practical significance. In this paper, the method of qualitative and quantitative, domestic and international comparison is used to carry out the research according to the idea of "putting forward problems, analyzing problems and solving problems". This paper first defines the related concepts and theoretical basis of offshore financial service outsourcing, and analyzes the internal and external environment for the development of offshore financial service outsourcing in Hangzhou. Secondly, on the basis of constructing the evaluation system of offshore financial service outsourcing competitiveness, this paper measures the domestic competitiveness of Hangzhou to undertake offshore financial service outsourcing by using the comprehensive fuzzy evaluation method and factor analysis method based on AHP. The results show that Hangzhou offshore financial service outsourcing competitiveness rating is "excellent", and ranks sixth among 21 domestic service outsourcing demonstration cities. Thirdly, the Hangzhou offshore financial service outsourcing leader Zhejiang University is selected to compare with the Indian outsourcing giant Infosys, and Hangzhou is compared with Bangalore, a famous Indian outsourcing city. The international comparison of offshore service outsourcing in Hangzhou is realized from the perspective of enterprise and city. Finally, this paper puts forward six policy suggestions on how to further enhance the competitiveness of Hangzhou offshore financial service outsourcing, such as actively expanding the financial service outsourcing market and training the introduction of financial service outsourcing talents.
