基于系統(tǒng)動(dòng)力學(xué)的上海科技政策評(píng)價(jià)研究
[Abstract]:The scientific and technological policy tool is an important prerequisite to realize the effective allocation of scientific and technological innovation resources. The construction of a scientific and technological innovation center with global influence is an opportunity for Shanghai to realize the economic transformation. Based on the core problem of the transformation efficiency of Shanghai's scientific and technological achievements, this paper makes a comprehensive evaluation on the effect of Shanghai's scientific and technological policies by constructing the system dynamics model of the influence of scientific and technological policies. The results show that Shanghai's scientific and technological innovation policies affect the transformation rate of scientific and technological achievements mainly through government research institutions, enterprises and institutions of higher learning. Among the science and technology policy factors, talent training policy, intellectual property protection and service policy, tax incentive policy, through the science and technology policy system have a positive effect on Shanghai's science and technology innovation ability, financial policy due to the high threshold of financial institutions loans, Because of the complicated formalities and the imperfection of the relevant accounting standards, the promoting effect on the conversion rate of scientific and technological achievements is relatively small. Therefore, in formulating science and technology policies, government departments should grasp the relationship between different innovation subjects and the influence ways of different science and technology policies in different periods, establish a fair competition mechanism and perfect incentive mechanism. To maximize the role of science and technology policy in promoting science and technology innovation capacity.
