【摘要】：科技型企業(yè)的創(chuàng)立和發(fā)展越來越成為國家和地區(qū)經(jīng)濟(jì)社會發(fā)展的重要動力,在繁榮經(jīng)濟(jì)、促進(jìn)就業(yè)和提升創(chuàng)新方面發(fā)揮了重要的作用。江蘇省作為全國經(jīng)濟(jì)大省,構(gòu)建科學(xué)合理的科技創(chuàng)新創(chuàng)業(yè)政策體系來推動中小企業(yè)的發(fā)展顯得十分必要的。本研究試圖以此問題進(jìn)行研究,一方面為了推動江蘇省企業(yè)科技創(chuàng)新創(chuàng)業(yè)的發(fā)展,另一方推動科技創(chuàng)新創(chuàng)業(yè)政策體系研究的深化。本文的研究內(nèi)容如下:首先,本文通過分析美國、日本和英國政府扶持科技創(chuàng)新創(chuàng)業(yè)的政策體系,為如何構(gòu)建江蘇省的科技創(chuàng)新創(chuàng)業(yè)政策提供理論參考。其次,在國外發(fā)達(dá)國家先進(jìn)經(jīng)驗的基礎(chǔ)上,結(jié)合價值鏈理論模型,構(gòu)建了江蘇省科技創(chuàng)新創(chuàng)業(yè)政策體系,該政策體系包括了5個二級指標(biāo)和12個三級指標(biāo)。然后,本文通過問卷調(diào)查收集數(shù)據(jù),運(yùn)用層次分析法,對江蘇省科技創(chuàng)新創(chuàng)業(yè)政策體系的效果進(jìn)行實證研究發(fā)現(xiàn),從江蘇省科技創(chuàng)新創(chuàng)業(yè)政策體系的二級指標(biāo)權(quán)重大小來看,其重要程度依次是金融扶持政策、財政引導(dǎo)政策、人才激勵政策、稅收優(yōu)惠政策以及知識產(chǎn)權(quán)保護(hù)政策。接著,本文通過對江蘇省內(nèi)不同區(qū)域的科技創(chuàng)新創(chuàng)業(yè)企業(yè)進(jìn)行調(diào)研后發(fā)現(xiàn),蘇南、蘇中、蘇北地區(qū)對該科技創(chuàng)新創(chuàng)業(yè)政策體系存在階梯性需求。最后,本文就如何優(yōu)化和提升江蘇省科技創(chuàng)新創(chuàng)業(yè)政策體系提出了政策建議。
[Abstract]:The establishment and development of science and technology enterprises have become more and more important driving force of national and regional economic and social development, and have played an important role in prospering economy, promoting employment and promoting innovation. As a big economic province in China, it is necessary to construct a scientific and reasonable policy system of scientific and technological innovation and entrepreneurship to promote the development of small and medium-sized enterprises. This study attempts to study this problem, on the one hand, in order to promote the development of scientific and technological innovation entrepreneurship in Jiangsu Province, on the other hand, to promote the deepening of scientific and technological innovation entrepreneurship policy system. The research contents of this paper are as follows: firstly, this paper provides a theoretical reference for how to construct the scientific and technological innovation entrepreneurship policy of Jiangsu Province by analyzing the policy system of the American, Japanese and British governments to support scientific and technological innovation entrepreneurship. Secondly, on the basis of the advanced experience of developed countries abroad and the value chain theory model, the policy system of scientific and technological innovation and entrepreneurship in Jiangsu Province is constructed. The policy system consists of 5 secondary indicators and 12 third-level indicators. Then, this paper collects the data through the questionnaire, uses the analytic hierarchy process, carries on the empirical research to the Jiangsu Province science and technology innovation entrepreneurship policy system effect, from the Jiangsu Province science and technology innovation entrepreneurship policy system secondary index weight size to look, The order of importance is financial support policy, fiscal guidance policy, talent incentive policy, tax preference policy and intellectual property protection policy. Then, through the investigation of scientific and technological innovation enterprises in different regions of Jiangsu province, it is found that there is a ladder demand for the policy system of scientific and technological innovation in southern Jiangsu, central Jiangsu and northern Jiangsu. Finally, this paper puts forward some policy suggestions on how to optimize and promote the policy system of scientific and technological innovation and entrepreneurship in Jiangsu Province.
