【摘要】：21世紀是以知識經(jīng)濟為標志的時代,科學(xué)技術(shù)日益凸顯其對經(jīng)濟發(fā)展及整個社會進步的強大作用,提升知識產(chǎn)權(quán)能力已成為推動經(jīng)濟增長的源動力,這已被世界各國經(jīng)濟發(fā)展的實踐所證明。陜西省作為西部大開發(fā)戰(zhàn)略的一個重要省份,在國家政策的支持下高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)發(fā)展迅速,科技進步水平逐漸提高,但與全國其他發(fā)達省份相比,陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)發(fā)展過程中面臨著自主創(chuàng)新能力不強,科技成果轉(zhuǎn)化率低,知識產(chǎn)權(quán)管理體系不完善、高層次復(fù)合型人才缺乏等問題。因此,對陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力的現(xiàn)狀進行研究,對建設(shè)創(chuàng)新型陜西具有重要的理論意義和現(xiàn)實意義。本文總結(jié)了國內(nèi)外學(xué)者的相關(guān)研究成果,采用定性與定量分析、規(guī)范與實證分析相結(jié)合的方法,對陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力展開研究和分析。首先,本文對高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力的相關(guān)概念進行詳細闡述,進而從高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力的內(nèi)涵、內(nèi)容以及評價等方面進行綜述;其次,考察了陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力在創(chuàng)造、運用、管理和保護等方面的發(fā)展現(xiàn)狀,并找出其發(fā)展中存在的問題;最后,基于理論研究與現(xiàn)狀分析,本文選取2015年全國31省市高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)的相關(guān)數(shù)據(jù)對知識產(chǎn)權(quán)能力進行橫向評價,并選取2006至2015年陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)發(fā)展的相關(guān)數(shù)據(jù)對知識產(chǎn)權(quán)能力進行縱向評價,根據(jù)評價的結(jié)果從橫向、縱向及綜合等多方面進行分析。本文的研究結(jié)果表明,2015年陜西省的高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力在全國處于中等偏上水平,且近10年陜西省的高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力整體上呈現(xiàn)增長趨勢,但在知識產(chǎn)權(quán)的創(chuàng)造、運用、管理和保護四方面能力與全國科技領(lǐng)先水平的省份還存在很大差距,為提升陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力,本文結(jié)合陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力建設(shè)現(xiàn)狀及實證分析結(jié)果,從政府和企業(yè)兩個角度提出提升陜西省高技術(shù)產(chǎn)業(yè)知識產(chǎn)權(quán)能力的對策建議。
[Abstract]:The 21st century is an era marked by knowledge economy, science and technology increasingly highlight its strong role in economic development and social progress, the promotion of intellectual property capacity has become the driving force to promote economic growth. This has been proved by the practice of economic development in various countries of the world. As an important province in the strategy of developing the western region, Shaanxi Province, supported by the state policy, has developed rapidly the intellectual property rights of the high-tech industry, and the level of scientific and technological progress has gradually improved, but compared with other developed provinces in the country, In the process of intellectual property development of high-tech industry in Shaanxi Province, the independent innovation ability is not strong, the conversion rate of scientific and technological achievements is low, the intellectual property management system is not perfect, and the high-level and complex talents are lacking. Therefore, it is of great theoretical and practical significance to study the current situation of the intellectual property capacity of high-tech industry in Shaanxi Province, which is of great theoretical and practical significance to the construction of innovative Shaanxi Province. This paper summarizes the research results of scholars at home and abroad, and studies and analyzes the intellectual property capacity of high-tech industry in Shaanxi Province by the methods of qualitative and quantitative analysis, normative and empirical analysis. First of all, this paper expatiates on the related concepts of intellectual property ability of high-tech industry, and then summarizes the connotation, content and evaluation of intellectual property capability of high-tech industry. Secondly, the present situation of the creation, application, management and protection of the intellectual property capacity of the high-tech industry in Shaanxi Province is investigated, and the problems existing in its development are found out. Finally, based on the theoretical research and current situation analysis, this paper selects 31 provinces and cities in 2015 to evaluate the intellectual property capacity of high-tech industry. From 2006 to 2015, the relevant data of the development of high-tech industry intellectual property rights in Shaanxi Province were selected to evaluate the intellectual property capacity vertically. According to the results of the evaluation, the horizontal, vertical and comprehensive aspects were analyzed. The results of this paper show that the intellectual property capacity of the high-tech industry in Shaanxi Province in 2015 is at the middle and upper level in the whole country, and the intellectual property capacity of the high-tech industry in Shaanxi Province as a whole has shown an increasing trend in the past 10 years. However, there is still a big gap between the creation, application, management and protection of intellectual property rights in the provinces with the leading level of science and technology in the whole country. In order to enhance the intellectual property capacity of the high-tech industries in Shaanxi Province, Based on the current situation of intellectual property capacity construction of high-tech industry in Shaanxi Province and the results of empirical analysis, this paper puts forward the countermeasures and suggestions to enhance the intellectual property capacity of high-tech industry in Shaanxi Province from the two angles of government and enterprise.
