【摘要】：[目的/意義]軍民融合創(chuàng)新實(shí)踐存在信息溝通和交流不暢等問題,影響著軍民融合創(chuàng)新的效率和效果。[方法/過程]基于發(fā)酵理論研究軍民融合創(chuàng)新的信息共享過程、障礙和相應(yīng)的共享策略,以促進(jìn)信息共享,加速軍民融合創(chuàng)新進(jìn)程;分析了軍民融合創(chuàng)新信息的類型及性質(zhì)。基于發(fā)酵理論,構(gòu)建了軍民融合創(chuàng)新的信息共享模型,提出了信息共享外化、轉(zhuǎn)化和內(nèi)化的三個(gè)階段,并指出信息共享呈現(xiàn)螺旋式上升特征。從信息菌株、信息酶、信息發(fā)酵吧等方面,分析了軍民融合創(chuàng)新中存在的信息共享障礙因素。[結(jié)果/結(jié)論]研究結(jié)果表明,只有轉(zhuǎn)變觀念、制訂共享機(jī)制、建設(shè)共享平臺(tái)以及改革國防知識(shí)產(chǎn)權(quán)、保密工作和技術(shù)標(biāo)準(zhǔn),才能提升軍民融合創(chuàng)新各方的信息共享。
[Abstract]:[objective / significance] problems such as poor information communication and communication exist in the innovation practice of military-civilian integration, which affect the efficiency and effect of military-civilian integration innovation. [method / process] based on fermentation theory, the information sharing process of military-civilian fusion innovation is studied. In order to promote the information sharing and accelerate the innovation process of military-civil fusion, this paper analyzes the types and properties of the military-civil fusion innovation information. Based on the fermentation theory, the information sharing model of military-civil fusion innovation is constructed. This paper puts forward three stages of information sharing externalization, transformation and internalization, and points out that information sharing presents a spiraling upward feature. From the aspects of information strain, information enzyme, information fermentation bar, etc. This paper analyzes the obstacles to information sharing in the innovation of civil-military integration. [results / conclusions] the results show that only by changing ideas, establishing sharing mechanisms, building sharing platforms and reforming national defense intellectual property rights, confidentiality and technical standards, In order to enhance the integration of military and civil information sharing of innovative parties.
