【摘要】：[目的 ]針對(duì)當(dāng)前我國(guó)創(chuàng)新驅(qū)動(dòng)發(fā)展大背景下專利情報(bào)領(lǐng)域出現(xiàn)的一些問題提出建議,引導(dǎo)我國(guó)專利情報(bào)戰(zhàn)略良性發(fā)展,促進(jìn)"大眾創(chuàng)業(yè),萬眾創(chuàng)新"。[方法 ]首先簡(jiǎn)要概述了創(chuàng)新驅(qū)動(dòng)發(fā)展的專利情報(bào)戰(zhàn)略,再通過國(guó)務(wù)院辦公廳印發(fā)的《國(guó)務(wù)院關(guān)于新形勢(shì)下加快知識(shí)產(chǎn)權(quán)強(qiáng)國(guó)建設(shè)的若干意見》中關(guān)于專利情報(bào)內(nèi)容來分析國(guó)內(nèi)專利情報(bào)戰(zhàn)略實(shí)施。[結(jié)論 ]針對(duì)國(guó)內(nèi)專利情報(bào)戰(zhàn)略出現(xiàn)的一些問題,提出應(yīng)從知識(shí)產(chǎn)權(quán)信息披露制度,專利情報(bào)公共服務(wù)平臺(tái)與網(wǎng)絡(luò),企業(yè)的專利情報(bào)扶持力度以及深化與其他國(guó)家的專利情報(bào)合作這四個(gè)方面來分析,并且結(jié)合專利強(qiáng)國(guó)的相關(guān)政策分析得出我國(guó)的專利情報(bào)戰(zhàn)略。
[Abstract]:[objective] to put forward some suggestions on some problems in patent information field under the background of innovation-driven development in China, to guide the benign development of patent information strategy in China, and to promote "mass entrepreneurship". [methods] A brief overview of the patent information strategy for innovation-driven development is given. Then through the "opinions of the State Council on speeding up the Construction of intellectual property Power under the New situation" issued by the General Office of the State Council, this paper analyzes the implementation of domestic patent information strategy by analyzing the contents of patent information. [conclusion] aiming at the special situation in China. Some problems in the information strategy, It should be analyzed from four aspects: the system of intellectual property information disclosure, the public service platform and network of patent information, the degree of patent information support of enterprises and the deepening of patent information cooperation with other countries. And the patent information strategy of our country is obtained by combining the relevant policy analysis of the patent power.
