【摘要】: 財產(chǎn)性收入是指居民由其擁有的財產(chǎn)帶來的收入。城鎮(zhèn)居民的財產(chǎn)性收入,指城鎮(zhèn)居民用自己所擁有的財產(chǎn),通過行使對財產(chǎn)的占有權、使用權、收益權、處置權等權能,而獲得的相應收益。財產(chǎn)性收入與家庭經(jīng)營收入、工薪收入、轉移性收入等,共同構成城鎮(zhèn)居民的總收入。改革開放以前30年,我國絕大多數(shù)城鎮(zhèn)居民幾乎沒有財產(chǎn)性收入。改革開放以后30年,城鎮(zhèn)居民的財產(chǎn)性收入不管是絕對數(shù)量,還是其在總收入中的比重都有較大幅度增長。當然,目前我國城鎮(zhèn)居民收入來源仍然主要是工薪收入和轉移性收入。財產(chǎn)性收入在總收入中所占的份額相對較小,一般不超過2%,處于從屬地位。但是,財產(chǎn)性收入來源日漸多樣化,主要包括房屋出租或出售、儲蓄存款、購買股票、債券、保險等。因此,財產(chǎn)性收入已經(jīng)成為城鎮(zhèn)居民收入中不可忽視的因素。 我國城鎮(zhèn)居民的財產(chǎn)性收入伴隨著社會主義市場經(jīng)濟體制的改革和經(jīng)濟的持續(xù)增長而逐步增長的。收入分配制度、勞動制度、金融制度、房產(chǎn)制度的市場化改革對財產(chǎn)性收入的增長有直接作用。 當前影響我國城鎮(zhèn)居民財產(chǎn)性收入健康增長的不利因素主要有四點。一是貧富差距持續(xù)擴大,出現(xiàn)“馬太效應"現(xiàn)象;二是國家住房制度、金融制度不健全;三是城鎮(zhèn)居民失業(yè)率居高不下:四是居民投資知識、風險意識欠缺。國家和社會必須采取妥善措施解決當前存在的問題,以便讓城鎮(zhèn)居民擁有更多的財產(chǎn)性收入以及讓更多的居民擁有財產(chǎn)性收入,促進社會的和諧進步。主要措施有繼續(xù)保持經(jīng)濟持續(xù)高速發(fā)展,千方百計促進就業(yè);繼續(xù)深化體制改革,改善與居民財產(chǎn)性收入相關的制度;對廣大居民普及理財知識,加強風險教育等
[Abstract]:Property income refers to the income brought by the property owned by the residents. The sources of property income are diversified day by day, including rental or sale of houses, savings deposits, purchase of stocks, bonds, insurance, etc. Therefore, property income has become a factor that can not be ignored in the income of urban residents. Along with the reform of the socialist market economy system and the sustained growth of the economy, the property income of the urban residents in China has gradually increased. The income distribution system, the labor system, and the financial system. The market reform of real estate system has direct effect on the growth of property income. At present, there are four main unfavorable factors that affect the healthy growth of urban residents' property income. Firstly, the gap between the rich and the poor continues to expand, and the phenomenon of "Matthew effect" appears. Second, the national housing system, the financial system is not sound; Third, the unemployment rate of urban residents remains high; fourth, the residents' investment knowledge and lack of risk awareness. The state and society must take appropriate measures to solve the current problems. In order to let urban residents have more property income and let more residents own property income to promote social harmony and progress, the main measures are to continue to maintain sustained and high-speed economic development, and to do everything possible to promote employment; We will continue to deepen the reform of the system and improve the system related to the property income of the residents; Popularize the knowledge of financial management, strengthen risk education, etc.
