【摘要】：隨著科學(xué)技術(shù)和知識全球化的快速發(fā)展,商品中的科技含量和知識含量不斷增長,促使知識產(chǎn)權(quán)保護(hù)問題成為出口貿(mào)易中的重要議題,也引起了政府和出口企業(yè)的高度重視,讓其發(fā)揮著不可替代的重要作用。然而,安徽省知識產(chǎn)權(quán)保護(hù)基礎(chǔ)比較薄弱且發(fā)展進(jìn)程平緩,面臨著產(chǎn)權(quán)觀念不強和保護(hù)力度不足等障礙,致使安徽省外貿(mào)企業(yè)一再遭受產(chǎn)權(quán)糾紛,帶給安徽省出口貿(mào)易額外的損失。為此,我們必須加大知識產(chǎn)權(quán)保護(hù)力度,保障安徽省對外貿(mào)易有序穩(wěn)定的發(fā)展。 近幾年知識產(chǎn)權(quán)保護(hù)已經(jīng)成為各領(lǐng)域研究的熱點議題,但是大部分研究仍然停留在理論層面,而對知識產(chǎn)權(quán)保護(hù)水平測量的研究依舊較少,對安徽省的知識產(chǎn)權(quán)保護(hù)水平的系統(tǒng)計算研究幾乎沒有。本文選擇了通用的Ginarte-Park方法來測算安徽省的知識產(chǎn)權(quán)立法強度,但是僅通過“立法強度”指標(biāo)無法體現(xiàn)安徽省的知識產(chǎn)權(quán)保護(hù)狀況,于是引入了“執(zhí)法強度”這個指標(biāo),通過立法強度和執(zhí)法強度的結(jié)合測算出安徽省知識產(chǎn)權(quán)保護(hù)水平是逐年上升,這說明人們的知識產(chǎn)權(quán)保護(hù)意識在逐漸增強。 在測算安徽省對外貿(mào)易競爭優(yōu)勢時,本文設(shè)定了測評安徽省外貿(mào)競爭力的指標(biāo)體系,此指標(biāo)體系囊括了表現(xiàn)外貿(mào)發(fā)展速度、外貿(mào)規(guī)模、外貿(mào)質(zhì)量和外貿(mào)增長潛力情況共12項指標(biāo)。采用此評價體系并結(jié)合主成分分析法對安徽省對外貿(mào)易競爭力進(jìn)行計算,運用Spss統(tǒng)計軟件得出自1993年以來安徽省對外貿(mào)易競爭能力整體上是不斷上升的。 在分析安徽省知識保護(hù)水平與對外貿(mào)易競爭優(yōu)勢基本狀況之后,進(jìn)-步研究二者之間的關(guān)系,本文運用相關(guān)性分析、回歸分析、協(xié)整分析以及格蘭杰因果檢驗等計量經(jīng)濟學(xué)方法,借助Eviews統(tǒng)計軟件得出安徽省知識產(chǎn)權(quán)保護(hù)水平與對外貿(mào)易競爭優(yōu)勢之間存在一定的正相關(guān)關(guān)系,而且知識產(chǎn)權(quán)保護(hù)水平是對外貿(mào)易競爭優(yōu)勢的格蘭杰原因。由此提出了增強知識產(chǎn)權(quán)保護(hù)提升安徽省對外貿(mào)易競爭優(yōu)勢的計策,即在借鑒發(fā)達(dá)國家先進(jìn)經(jīng)驗的基礎(chǔ)上,從宏觀、中觀和微觀三個層面提出相應(yīng)對策。 根據(jù)本文的研究思路,本研究一共分為五個部分。第一章為緒論,包括整篇文章的研究背景與意義、國內(nèi)外目前的研究情況、主要研究方法以及創(chuàng)新不足之處；第二章進(jìn)行了知識產(chǎn)權(quán)保護(hù)與對外貿(mào)易競爭優(yōu)勢關(guān)系的理論分析；第三章整體分析了安徽省知識產(chǎn)權(quán)保護(hù)和對外貿(mào)易競爭優(yōu)勢的現(xiàn)狀,并對安徽省知識產(chǎn)權(quán)保護(hù)水平和對外貿(mào)易競爭優(yōu)勢進(jìn)行測量,在測算二者時運用了綜合評價值方法；第四章做出了安徽省知識產(chǎn)權(quán)保護(hù)對外貿(mào)易競爭優(yōu)勢影響的實證研究,在實證部分將安徽省知識產(chǎn)權(quán)保護(hù)水平與對外貿(mào)易競爭力綜合評價值相結(jié)合,驗證分析了二者之間存在的關(guān)系；第五章提出加強知識產(chǎn)權(quán)保護(hù)提高安徽省對外貿(mào)易競爭優(yōu)勢的對策。
[Abstract]:With the rapid development of science and technology and knowledge globalization, the content of science and technology and knowledge in commodities is increasing, which makes the protection of intellectual property rights become an important issue in export trade. The government and export enterprises have also attached great importance to it, so that it plays an irreplaceable important role. However, the foundation of intellectual property protection in Anhui Province is relatively weak and the development process is smooth. Faced with the lack of strong concept of property rights and insufficient protection, Anhui foreign trade enterprises suffered property rights disputes again and again, which brought additional losses to Anhui export trade. We must strengthen intellectual property protection to ensure the orderly and stable development of Anhui's foreign trade. In recent years, intellectual property protection has become a hot topic in various fields, but most of the research is still at the theoretical level, and the level of intellectual property protection measurement is still less. There is almost no systematic research on the level of intellectual property protection in Anhui Province. This paper chooses the general Ginarte-Park method to measure the legislative intensity of intellectual property in Anhui Province. However, only through the "legislative intensity" index can not reflect the status of intellectual property protection in Anhui Province, so the introduction of "law enforcement intensity" this indicator. Through the combination of legislation intensity and law enforcement intensity, it is estimated that the level of intellectual property protection in Anhui Province is rising year by year, which indicates that people's awareness of intellectual property protection is gradually strengthening. In measuring the competitive advantage of Anhui foreign trade, this paper sets up an index system to evaluate Anhui's foreign trade competitiveness, which includes the performance of foreign trade development speed, foreign trade scale. The quality of foreign trade and the growth potential of foreign trade are 12 indexes. The evaluation system and principal component analysis are used to calculate the competitiveness of Anhui foreign trade. The use of Spss statistical software has been from 1993 since Anhui Province's foreign trade competitiveness is on the whole rising. After analyzing the basic situation of the level of knowledge protection and the competitive advantage of foreign trade in Anhui Province, this paper studies the relationship between them by using correlation analysis and regression analysis. Cointegration analysis and Granger causality test and other econometrics methods, with the help of Eviews statistical software, the level of intellectual property protection in Anhui Province and foreign trade competitive advantage has a certain positive correlation. And the level of intellectual property protection is the Granger reason for the competitive advantage of foreign trade. Therefore, the countermeasures to enhance the protection of intellectual property rights to enhance the competitive advantage of foreign trade in Anhui Province are put forward. On the basis of the advanced experience of developed countries, the corresponding countermeasures are put forward from three aspects: macroscopic, meso and micro. According to the research ideas, this study is divided into five parts. The first chapter is the introduction, including the research background and significance of the whole article, the current research situation at home and abroad. Main research methods and innovation deficiencies; The second chapter makes a theoretical analysis of the relationship between intellectual property protection and foreign trade competitive advantage. The third chapter analyzes the status quo of intellectual property protection and foreign trade competitive advantage of Anhui Province, and measures the level of intellectual property protection and foreign trade competitive advantage of Anhui Province. The comprehensive evaluation value method is used in the calculation of them. Chapter 4th makes an empirical study on the impact of intellectual property protection on the competitive advantage of foreign trade in Anhui Province. In the empirical part, the level of intellectual property protection in Anhui Province is combined with the comprehensive evaluation value of foreign trade competitiveness. The relationship between them is verified and analyzed. Chapter 5th puts forward the countermeasures of strengthening the protection of intellectual property rights and enhancing the competitive advantage of Anhui foreign trade.
