【摘要】：文章在分析《公共文化服務(wù)保障法》幾個(gè)關(guān)鍵點(diǎn)的基礎(chǔ)上,結(jié)合《國(guó)家基本公共文化服務(wù)指導(dǎo)標(biāo)準(zhǔn)(2015-2020年)》《陜西省基本公共文化服務(wù)實(shí)施標(biāo)準(zhǔn)(2015-2020年)》,討論中西部地區(qū)貫徹落實(shí)《公共文化服務(wù)保障法》,首先要實(shí)現(xiàn)地方基本公共文化服務(wù)建設(shè)目標(biāo);欠發(fā)達(dá)地區(qū)實(shí)現(xiàn)基本公共文化建設(shè)目標(biāo),需要著重解決三大問題:縣(區(qū))公共文化設(shè)施需要進(jìn)一步提升,鄉(xiāng)鎮(zhèn)(街道)綜合文化站需要理順管理體制,村(社區(qū))公共文化活動(dòng)中心建設(shè)需要按標(biāo)準(zhǔn)全覆蓋。
[Abstract]:On the basis of analyzing several key points of the Public Cultural Service guarantee Law, this paper combines the National basic Public Cultural Service guidance Standard (2015-2020) > the Shaanxi Province basic Public Cultural Service implementation Standard (2015-2020) >. To discuss the implementation of the Public Cultural Services guarantee Law in the central and western regions, the first step is to realize the construction objectives of the basic local public cultural services. In order to achieve the goal of building basic public culture in underdeveloped areas, three major problems need to be solved: the county (district) public cultural facilities need to be further upgraded, and the township (street) integrated cultural station needs to rationalize the management system. The construction of village (community) public cultural activity center needs to be covered according to the standard.
