【摘要】：黨的十八屆四中全會(huì)提出了依法治國(guó),建設(shè)社會(huì)主義法治國(guó)家的宏偉戰(zhàn)略目標(biāo)。依法治藏在西藏社會(huì)的轉(zhuǎn)型中具有重要意義,是貫徹落實(shí)黨和國(guó)家依法治國(guó)戰(zhàn)略,構(gòu)建社會(huì)主義和諧西藏的具體體現(xiàn),是實(shí)現(xiàn)西藏經(jīng)濟(jì)社會(huì)富裕繁榮,實(shí)現(xiàn)跨越式發(fā)展的有力保障,是西藏持續(xù)穩(wěn)定長(zhǎng)期穩(wěn)定全面穩(wěn)定的需要。因西藏社會(huì)具有自身的特點(diǎn),因此依法治藏的實(shí)踐需要以理性認(rèn)識(shí)為前提,在堅(jiān)持理性認(rèn)識(shí)的基礎(chǔ)上,應(yīng)把握普遍性與特殊性相統(tǒng)一,將依法治藏從理念上落實(shí)到實(shí)踐上。
[Abstract]:The fourth Plenary session of the 18th CPC Central Committee put forward the grand strategic goal of governing the country according to law and building a socialist country ruled by law. Ruling Tibet according to law is of great significance in the transformation of Tibetan society. It is a concrete embodiment of the implementation of the strategy of the Party and the state governing the country according to law, and the construction of a socialist harmonious Tibet. It is also the realization of Tibet's economic and social prosperity and prosperity. It is necessary for Tibet to maintain stability, long-term, comprehensive and stable to realize the development by leaps and bounds. Because the Tibetan society has its own characteristics, the practice of administering Tibet according to law should be based on rational cognition. On the basis of adhering to rational understanding, we should grasp the unity of universality and particularity, and implement the practice of managing Tibet according to law in concept.
