【摘要】：正對(duì)黃島區(qū)綜合行政執(zhí)法改革的觀察,筆者認(rèn)為,必須立足于一個(gè)更寬闊的總體背景和更高的理論視野。綜合行政執(zhí)法改革的實(shí)質(zhì),是縣區(qū)以及街鎮(zhèn)政府架構(gòu)及其運(yùn)行機(jī)制的重構(gòu),因此,我們有理由期待,這些改革實(shí)踐既會(huì)預(yù)先著眼于新的行政執(zhí)法理念,如"社會(huì)政府"、"綠色政府",又會(huì)在行政執(zhí)法機(jī)制模式和文化觀念上帶來(lái)重大創(chuàng)新,比如基層政府與民眾、企業(yè)和社區(qū)之間的更積極的互動(dòng)。綜合執(zhí)法"黃島經(jīng)驗(yàn)"的具
[Abstract]:Observing the reform of comprehensive administrative law enforcement in Huangdao District, the author thinks that we must base ourselves on a broader background and a higher theoretical field of vision. The essence of the comprehensive administrative law enforcement reform is the reconstruction of the county, district and town government structure and its operating mechanism. Therefore, we have reason to expect that these reform practices will focus on the new concept of administrative law enforcement in advance. For example, "social government" and "green government" will bring great innovation in the mode of administrative law enforcement mechanism and cultural concept, such as the more active interaction between grass-roots government and people, enterprises and communities.
