【摘要】：正國家監(jiān)察制度的改革必須堅持立法體系建設(shè)的法治原則導(dǎo)向。對于監(jiān)察委員會的屬性、職能與職責定位等帶有基礎(chǔ)性、根本性的問題,須根據(jù)監(jiān)察權(quán)之固有屬性與國家治理的發(fā)展需要,進行系統(tǒng)規(guī)劃、科學設(shè)計;調(diào)整試點方案關(guān)于監(jiān)察委員會"國家反腐敗工作機構(gòu)"的定位設(shè)計,將監(jiān)察委員會定位為促進公權(quán)"廉能、善治"的獨立權(quán)力機構(gòu),確保監(jiān)察權(quán)的充分行使;調(diào)整試點方
[Abstract]:The reform of the country ' s supervision system must be guided by the principle of the rule of law in the construction of the legislative system . With regard to the attributes , functions and responsibilities of the Commission , it is necessary to carry out systematic planning and scientific design according to the inherent attributes of the supervisory authority and the development needs of the national governance .
