【摘要】：面對如何落實全民閱讀立法目的的現(xiàn)實難題,公私合作模式是當前我國開展全民閱讀活動比較好的選擇。本文在法律框架下探討如何基于PPP模式實現(xiàn)政府與社會、個人共同推動全民閱讀事業(yè)的發(fā)展。通過分析國外閱讀政策與法律,總結國內全民閱讀立法現(xiàn)狀,提出構建以行政給付、公民參與、多方合作為主要內容的中央立法與地方立法相互結合的法律建議,以法治實現(xiàn)全民閱讀的可持續(xù)發(fā)展。
[Abstract]:In the face of the practical problem of how to implement the legislative aim of universal reading, the public-private cooperation mode is a better choice to carry out the reading activities of the whole people in our country at present. In this paper, we discuss how to realize the government and society based on the PPP model, and promote the development of the national reading cause. Based on the analysis of foreign reading policies and laws, this paper summarizes the current situation of domestic universal reading legislation, and puts forward some legal suggestions on the combination of central legislation and local legislation with the main contents of administrative payment, citizen participation and multi-party cooperation. Realize the sustainable development of reading by the whole people with the rule of law.
