【摘要】：文章通過對現(xiàn)有關(guān)于規(guī)范家庭農(nóng)場發(fā)展的地方法規(guī)的文本進(jìn)行分析,從家庭農(nóng)場的主體屬性、農(nóng)場主的資格準(zhǔn)入和家庭農(nóng)場的資本三個(gè)角度展開研究,認(rèn)為在主體屬性方面,應(yīng)當(dāng)將家庭農(nóng)場界定為家庭合伙;在成員準(zhǔn)入方面,應(yīng)當(dāng)放開對農(nóng)場主的資格限制,形成職業(yè)農(nóng)民的自由準(zhǔn)入機(jī)制;在家庭農(nóng)場的資本方面,應(yīng)當(dāng)健全涉農(nóng)資本的評估機(jī)制和體制,加大對農(nóng)場主的保護(hù),使其得以放心進(jìn)行農(nóng)業(yè)生產(chǎn)。
[Abstract]:Based on the analysis of the existing local laws and regulations on the development of family farms, this paper studies the main attributes of family farms, the qualification of farmers and the capital of family farms. Family farms should be defined as family partnerships; in terms of access to members, restrictions on the qualifications of farmers should be liberalized to form a mechanism of free access for professional farmers; and in the capital of family farms, The evaluation mechanism and system of agricultural capital should be improved, and farmers should be more protected so that they can carry out agricultural production safely.
