【摘要】：德國是世界上最早建立以社會(huì)保險(xiǎn)體系為核心的社會(huì)保障制度,也即社會(huì)法體系的國家。德國社會(huì)法體系的建立服務(wù)社會(huì)國家原則,承擔(dān)著實(shí)現(xiàn)該原則中涵蓋的社會(huì)公正和社會(huì)保障的使命。覆蓋面廣、內(nèi)容龐雜、一直處于不斷的變動(dòng)中,是德國社會(huì)法從產(chǎn)生以來呈現(xiàn)出的特點(diǎn)。其中,養(yǎng)老保險(xiǎn)制度作為社會(huì)保障體系中關(guān)切度最高也是最能體現(xiàn)一國社會(huì)保障制度運(yùn)行效能的部分,在德國社會(huì)保障制度中更是歷經(jīng)變動(dòng)最多的一部分。文章在對(duì)德國的社會(huì)國家原則、社會(huì)法體系和社會(huì)保險(xiǎn)制度進(jìn)行綜述后,重點(diǎn)論述德國養(yǎng)老保險(xiǎn)制度的演變過程,并對(duì)德國現(xiàn)行養(yǎng)老保險(xiǎn)制度體系可持續(xù)發(fā)展性和公平性進(jìn)行評(píng)析。
[Abstract]:Germany was the first country in the world to establish a social security system with the social insurance system as the core, that is, the social law system. Undertaking the mission of realizing social justice and social security, which is covered by this principle. It has a wide coverage, numerous contents, and has been in constant change, which is the characteristic of German social law since its birth. As the highest degree of concern in the social security system, the old-age insurance system is the most effective part of a country's social security system. After summarizing the social state principles, social law system and social insurance system in Germany, the article focuses on the evolution of German pension insurance system. And the German current endowment insurance system sustainable development and fairness are evaluated.
