【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,財(cái)政收入不斷提高,各級(jí)政府在公務(wù)用車配置上出現(xiàn)了超編制、超標(biāo)準(zhǔn)、公車私用等諸多現(xiàn)象。我國(guó)現(xiàn)行的公務(wù)用車使用制度是在計(jì)劃經(jīng)濟(jì)時(shí)期發(fā)展出來(lái)的,與我國(guó)現(xiàn)行的社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制發(fā)生了巨大沖突,腐敗滋生、國(guó)有資產(chǎn)流失、鋪上浪費(fèi)等問(wèn)題充斥在公車的配置、使用過(guò)程中,這些問(wèn)題不僅影響了政府的公眾形象,更成為阻礙社會(huì)發(fā)展的不穩(wěn)定因素。因此,公務(wù)用車制度改革勢(shì)在必行。 公務(wù)用車制度的改革和完善不僅可以有效控制行政成本、提高辦事效率,還可以樹(shù)立陽(yáng)光透明的政府形象。通過(guò)公車制度的改革,推動(dòng)公務(wù)用車的法律完善,使公車的采購(gòu)、使用、管理等過(guò)程逐步走向規(guī)范化、法制化,讓公車使用有法可依、有章可循。我國(guó)目前的公務(wù)用車制度還存有大量缺陷,本文將對(duì)公務(wù)用車制度及法律規(guī)制的相關(guān)理論進(jìn)行分析,并提出一些完善的建議。
[Abstract]:With the rapid development of China's economy and the continuous improvement of financial revenue, governments at all levels have exceeded the establishment and standards in the allocation of official vehicles. The current system for the use of official vehicles in our country was developed during the planned economy period, resulting in a huge conflict with the current socialist market economic system of our country, corruption breeding, loss of state-owned assets, In the process of using, these problems not only affect the public image of the government, but also become an unstable factor that hinders the development of the society. Therefore, the reform of the official vehicle system is imperative. The reform and perfection of the official vehicle system can not only effectively control the administrative cost, improve the work efficiency, but also set up a sunny and transparent government image. The processes of use and management are gradually moving towards standardization and legalization, so that there are laws to follow and rules to follow in the use of public cars. There are still a lot of defects in the current system of official vehicles in our country. This paper analyzes the relevant theories of the system of official vehicles and legal regulations, and puts forward some perfect suggestions.
