【摘要】：科技資源高效利用是增量資源科學(xué)配置與存量資源共享以及其他多種有效使用方式的集成�；谂c共享利用制度的比較,揭示科技資源高效利用立法在理念、效益和政治方面的意義。在理念上,其具有相當?shù)纳鐣赖赂叨?有利激發(fā)相關(guān)社會主體的積極性,減少制度執(zhí)行阻力;在效益上,它能抓住科技資源增量這一無限部分,同時對相對有限存量資源的使用又不局限于共享一種方式;在政治上,符合"十八大"以來所堅持的法治治理模式下的改革創(chuàng)新道路。主張制定《科技資源高效利用促進法》,以取代科技部等四部委所主張的《科技資源管理法》或?qū)W者提倡的《科技資源共享法》。
[Abstract]:The efficient utilization of scientific and technological resources is the integration of scientific allocation of incremental resources, sharing of stock resources and other effective use modes.
