【摘要】：越南環(huán)境影響評(píng)價(jià)制度的立法層次、價(jià)值取向、審批制度、環(huán)境標(biāo)準(zhǔn)和生態(tài)補(bǔ)償?shù)确矫鎸?duì)我國對(duì)越投資有深刻的影響,一方面是不完善的體系帶來的法律風(fēng)險(xiǎn),另一方面是較低標(biāo)準(zhǔn)帶來的低門檻,這給我國對(duì)越投資中先期準(zhǔn)備工作提出一定的挑戰(zhàn),也會(huì)影響我國對(duì)越投資的效率。我國在對(duì)越投資中,應(yīng)在立法、境外投資管理、投資方式、產(chǎn)業(yè)和產(chǎn)品的環(huán)境標(biāo)準(zhǔn)等方面采取法律措施,以提高對(duì)越投資效率。
[Abstract]:The legislative level, value orientation, examination and approval system, environmental standards and ecological compensation of Vietnam's environmental impact assessment system have a profound impact on China's investment in Vietnam. On the one hand, it is the legal risk brought by the imperfect system. On the other hand, the low threshold brought about by lower standards poses a certain challenge to the preparatory work of our country's investment in Vietnam, and will also affect the efficiency of our investment in Vietnam. In our investment in Vietnam, we should legislate and manage overseas investment. In order to improve the efficiency of investment in Vietnam, legal measures should be taken in terms of investment mode, environmental standards of industry and products, etc.
