【摘要】：法治政府要求公開公正,要求政府高度透明,政府信息公開、透明政府及政府透明度等概念有助于認(rèn)識和把握相關(guān)問題。與現(xiàn)代社會(huì)發(fā)展相伴的政府治理、市場主體決策和人際關(guān)系等問題,都需要借助政府信息來加以解決,但政府信息公開僅是單向度的信息釋放,還需要社會(huì)、公民參與政府決策,以促進(jìn)政府與社會(huì)良性互動(dòng);需要通過第三方來對透明政府建設(shè)狀況進(jìn)行評價(jià)。有必要建立和完善政府信息公開制度、公民參與政府決策制度及將第三方評價(jià)制度化等法律保障機(jī)制,以推進(jìn)法治政府建設(shè)和提升政府透明度。
[Abstract]:The government under the rule of law requires openness and justice, high transparency of government, openness of government information, transparent government and transparency of government, which is helpful to understand and grasp the relevant problems, and the governance accompanied by the development of modern society. Market decision-making and interpersonal relations need to be solved with the help of government information, but the disclosure of government information is only a one-way release of information, but also requires the participation of society and citizens in government decision-making, in order to promote the benign interaction between the government and society. It is necessary to establish and perfect the system of government information disclosure, the participation of citizens in government decision-making system and the institutionalization of third-party evaluation. In order to promote the rule of law government construction and enhance government transparency.
