【摘要】：時(shí)間問題是組織管理中容易被忽略的問題,也是政治分析中隱而不宣的問題。本研究的問題是,針對(duì)執(zhí)法工作的時(shí)間規(guī)則究竟造成了什么樣的反應(yīng)性行動(dòng),時(shí)間對(duì)執(zhí)法人員及其執(zhí)法過程產(chǎn)生了什么影響,是誰在決定街頭官僚的工作時(shí)間及其分配和利用?本研究以執(zhí)法人員的工作日志表為手段,獲得了T市多區(qū)域執(zhí)法人員時(shí)間分配的基本數(shù)據(jù),分析了組織和執(zhí)法人員的時(shí)間分配的狀況及其效果,進(jìn)而從時(shí)間的跨度、節(jié)奏、彈性、掌控以及效用等方面探討了時(shí)間分配及其管理的基本維度,揭示當(dāng)前基層執(zhí)法人員時(shí)間分配的基本狀況,最后在此基礎(chǔ)上探討了基于時(shí)間支配和掌控而形成的權(quán)力結(jié)構(gòu)及其政治關(guān)系。
[Abstract]:The time problem is easy to be ignored in the organization management, is also the implicit but not the propaganda question in the political analysis. The question in this study is what kind of reactive action has caused by the time rule of the law enforcement work. What is the impact of time on law enforcement officials and their enforcement processes and who is determining the working hours of street bureaucrats and their allocation and use? Based on the work log table of law enforcement personnel, the basic data of time distribution of law enforcement officers in T city are obtained, and the situation and effect of time distribution of organizations and law enforcement personnel are analyzed. Then from the time span, rhythm, flexibility, control and effectiveness of the basic dimensions of time allocation and management, reveals the current basic situation of law enforcement personnel time allocation. Finally, the paper discusses the power structure and its political relationship based on time domination and control.
