【摘要】：農(nóng)資市場監(jiān)管是農(nóng)業(yè)行政執(zhí)法的基礎(chǔ),是依法治農(nóng)的關(guān)鍵,是保障農(nóng)產(chǎn)品質(zhì)量安全和農(nóng)業(yè)生產(chǎn)安全,維護農(nóng)民合法權(quán)益的前提。近年來,隨著農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)的不斷調(diào)整,甘肅省秦州區(qū)優(yōu)質(zhì)水果等經(jīng)濟作物面積不斷擴大,農(nóng)民使用農(nóng)藥、化肥等農(nóng)資的數(shù)量也不斷增加,同時農(nóng)資糾紛事件也在增多,在農(nóng)資監(jiān)管方面出現(xiàn)的問題也越來越多。筆者通過對秦州區(qū)農(nóng)業(yè)綜合執(zhí)法現(xiàn)狀進行調(diào)研,對其存在的問題進行分析,以期提高農(nóng)業(yè)綜合執(zhí)法效能,更好地為農(nóng)民群眾服務。
[Abstract]:The supervision of agricultural material market is the basis of agricultural administrative law enforcement, the key of administering agriculture according to law, the premise of ensuring the quality and safety of agricultural products and the safety of agricultural production, and of safeguarding the legitimate rights and interests of farmers in recent years. With the continuous adjustment of agricultural industrial structure, the area of high quality fruit and other cash crops in Qinzhou District of Gansu Province is expanding, and the number of farmers using agricultural materials such as pesticides and fertilizers is also increasing, and the number of disputes over agricultural materials is also increasing. There are more and more problems in the supervision of agricultural materials. The author investigates the current situation of agricultural comprehensive law enforcement in Qinzhou District and analyzes the existing problems in order to improve the efficiency of agricultural comprehensive law enforcement. Better serve the masses of peasants.
