【摘要】：村民委員會(huì)作為農(nóng)村基層群眾自治組織,在落實(shí)基層民主制度,實(shí)現(xiàn)村民自治、促進(jìn)農(nóng)村生產(chǎn)建設(shè)和經(jīng)濟(jì)發(fā)展等方便發(fā)揮著越來越重要的作用。然而,就村民委員會(huì)的性質(zhì)和法律地位,以及村民委員會(huì)的行為能否被納入行政訴訟等問題,學(xué)界存在較大爭議,實(shí)踐中村民權(quán)益未能得到有效地救濟(jì)。
[Abstract]:As the rural grass-roots mass autonomous organizations, villagers'committees are playing an increasingly important role in the implementation of grass-roots democratic system, the realization of villagers' autonomy, the promotion of rural production and economic development. There is a lot of controversy in academic circles. Villagers' rights and interests have not been effectively relieved in practice.
