【摘要】：正重大疑難案件偵查機(jī)關(guān)聽取檢察機(jī)關(guān)意見建議制度與檢察機(jī)關(guān)向派出所派駐檢察室或檢察官等措施一樣,都是為了適應(yīng)以審判為中心的刑事訴訟制度改革的需要,通過強(qiáng)化檢察機(jī)關(guān)對偵查的引導(dǎo)、傳導(dǎo)和督導(dǎo),進(jìn)一步完善我國刑事訴訟中的檢警關(guān)系,增強(qiáng)偵訴合力。一、以分權(quán)為特征的檢警關(guān)系之考察分權(quán)制衡是現(xiàn)代國家權(quán)力配置普遍遵循的一項原則,也是影響我國國家權(quán)力配置的重要因素。全面了解我國國家權(quán)力結(jié)構(gòu)及其刑事司法權(quán)力的
