建立和諧勞動(dòng)關(guān)系過程中我國的政府行為分析

【摘要】: 在黨的十六屆六中全會(huì)上,關(guān)于構(gòu)建社會(huì)主義和諧社會(huì)若干重大問題的決定首次提出了發(fā)展和諧勞動(dòng)關(guān)系的科學(xué)命題,并將其納入構(gòu)建和諧社會(huì)的工程體系。這一決定豐富了中國特色社會(huì)主義理論,也體現(xiàn)了黨對(duì)執(zhí)政規(guī)律認(rèn)識(shí)的深化。 一般而言,勞動(dòng)關(guān)系所能涉及到的主體主要有:勞動(dòng)者、工會(huì)、用人單位、用人單位團(tuán)體以及政府。在這些主體當(dāng)中,勞動(dòng)者處于最弱勢(shì)的地位,用人單位處于優(yōu)勢(shì)地位,而政府則扮演著雙方和諧調(diào)整的角色。在勞動(dòng)關(guān)系中,雖然勞動(dòng)者處于弱勢(shì)地位,但他們卻是社會(huì)穩(wěn)定的關(guān)鍵性群體。所以,要構(gòu)建和諧社會(huì),構(gòu)建和諧勞動(dòng)關(guān)系,關(guān)鍵在于對(duì)弱勢(shì)群體權(quán)益的維護(hù)。鑒于此,本文章主要從與勞動(dòng)關(guān)系息息相關(guān)的勞動(dòng)者、工會(huì)、政府三方面來重點(diǎn)討論關(guān)于和諧勞動(dòng)關(guān)系的構(gòu)建問題。
[Abstract]:At the sixth Plenary session of the 16th CPC Central Committee, the scientific proposition of developing harmonious labor relations was put forward for the first time in the decision on some important issues of building a harmonious socialist society, and it was brought into the engineering system of building a harmonious society. This decision enriches the theory of socialism with Chinese characteristics and reflects the deepening of the Party's understanding of the ruling law. In general, labor relations can be involved in the main bodies: workers, trade unions, employer groups and the government. Among these subjects, the laborer is in the most vulnerable position, the employer is in the dominant position, and the government plays the role of harmonious adjustment. In the labor relations, although the laborer is in the weak position, but they are the social stable key group. Therefore, to build a harmonious society and harmonious labor relations, the key lies in the protection of the rights and interests of vulnerable groups. In view of this, this article mainly discusses the construction of harmonious labor relations from three aspects: laborer, trade union and government.
