【摘要】：城市開(kāi)發(fā)邊界劃定試點(diǎn)工作是住房城鄉(xiāng)建設(shè)部和國(guó)土資源部聯(lián)合開(kāi)展的一項(xiàng)重要工作,也是國(guó)家空間規(guī)劃體制改革的重要組成部分。試點(diǎn)城市探索實(shí)踐表明,城市開(kāi)發(fā)邊界劃定的重點(diǎn)不在于增加一條規(guī)劃界線,而在于整合和完善現(xiàn)有規(guī)劃體系;不在于研究如何劃定邊界,而在于通過(guò)劃定邊界的過(guò)程探索如何完善規(guī)劃管理制度。本文重點(diǎn)研究分析試點(diǎn)工作中形成的可推廣經(jīng)驗(yàn)與存在的問(wèn)題,涉及城市開(kāi)發(fā)邊界的基本定義、劃定范圍、劃定方法、管理要求等方面,并為今后進(jìn)一步完善城市開(kāi)發(fā)邊界制度提出具體建議。
[Abstract]:The pilot work of boundary demarcation of urban development is an important work jointly carried out by the Ministry of Housing Urban-Rural Construction and the Ministry of Land and Resources, and it is also an important part of the reform of the national spatial planning system. The practice of exploring the pilot cities shows that the focus of the demarcation of the urban development boundary is not to add a planning boundary, but to integrate and improve the existing planning system, and not to study how to delimit the boundary. It is to explore how to perfect the planning management system through the process of delimiting the boundary. This paper focuses on the research and analysis of the experience and existing problems in the pilot project, including the basic definition of the urban development boundary, the scope of the urban development, the method of the demarcation, the management requirements, and so on. Concrete suggestions are put forward for further perfecting the boundary system of urban development in the future.
