【摘要】：網(wǎng)絡(luò)市場(chǎng)監(jiān)管的行政法治轉(zhuǎn)型是在我國(guó)當(dāng)前社會(huì)轉(zhuǎn)型和法治轉(zhuǎn)型的背景下出現(xiàn)的。"創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享"是黨的十八屆五中全會(huì)提出的的五大發(fā)展理念,我國(guó)網(wǎng)絡(luò)市場(chǎng)監(jiān)管面臨著創(chuàng)新性、協(xié)調(diào)性、綠色性、開(kāi)放性、共享性轉(zhuǎn)型,從而推動(dòng)網(wǎng)絡(luò)市場(chǎng)監(jiān)管實(shí)現(xiàn)從網(wǎng)絡(luò)管理到網(wǎng)絡(luò)治理、從行政監(jiān)管到法治監(jiān)管、從一元管理到多元協(xié)同、從本土治理到全球治理、從權(quán)力本位到權(quán)利本位的五大轉(zhuǎn)型。加強(qiáng)網(wǎng)絡(luò)市場(chǎng)監(jiān)管的行政法治轉(zhuǎn)型是促進(jìn)網(wǎng)絡(luò)市場(chǎng)繁榮、穩(wěn)定、健康發(fā)展的重要保證,也是落實(shí)五大發(fā)展理念、建設(shè)法治政府的必然要求。
[Abstract]:The administrative rule of law transformation of network market supervision appears under the background of our country's current social transformation and rule of law transformation. " Innovation, coordination, green, opening and sharing "is the five development ideas put forward by the Fifth Plenary session of the 18th CPC Central Committee. China's network market supervision is facing innovative, coordinated, green, open and shared transformation." In order to promote the network market supervision from network management to network governance, from administrative supervision to rule by law supervision, from monistic management to multiple coordination, from local governance to global governance, from power standard to right standard five major transformation. The transformation of the administrative rule of law to strengthen the supervision of the network market is an important guarantee to promote the prosperity, stability and healthy development of the network market. It is also an inevitable requirement for the implementation of the five development concepts and the construction of a government ruled by law.
