【摘要】：民用無人機(jī)(Unmanned aerial vehicle,UAV)市場廣闊,但由于監(jiān)管缺失導(dǎo)致威脅公共安全的事件頻發(fā)。本文針對無人機(jī)監(jiān)管難的問題,對民用無人機(jī)監(jiān)管進(jìn)行了研究。從無人機(jī)的生命周期入手,提出了應(yīng)對無人機(jī)實(shí)施全生命周期監(jiān)管的理念。從監(jiān)管機(jī)構(gòu)職能劃分、監(jiān)管措施制定與完善、法律法規(guī)制定與持續(xù)更新這三個(gè)方面對無人機(jī)全生命周期監(jiān)管進(jìn)行了詳細(xì)的論述,建議通過理清任務(wù)、明確職責(zé)、設(shè)置目標(biāo)、規(guī)范流程、制定措施、形成法律法規(guī)的方式,來構(gòu)建無人機(jī)監(jiān)管體系。重點(diǎn)論述了無人機(jī)監(jiān)管措施的制定與完善,提出了由政府制定框架和規(guī)范、依靠民間力量來執(zhí)行和完善的監(jiān)管建議。
[Abstract]:Civilian UAVs (Unmanned aerial vehicle UAVs) have a vast market, but lack of regulation has led to frequent incidents threatening public safety. Aiming at the difficult problem of UAV supervision, this paper studies the regulation of civilian UAV. Starting with the life cycle of UAV, this paper puts forward the idea of implementing the whole life cycle supervision of UAV. This paper discusses the whole life cycle supervision of UAV in detail from the following three aspects: the division of the functions of the regulatory body, the formulation and improvement of the supervision measures, the formulation and continuous updating of laws and regulations, and suggests that the UAV's whole life cycle supervision should be clarified, the duties and responsibilities should be clearly defined, and the objectives should be set. Standardize the process, formulate measures, form laws and regulations to build the UAV regulatory system. This paper mainly discusses the formulation and perfection of UAV supervision measures, and puts forward some suggestions on how to make the framework and standard by the government, and how to implement and perfect the UAV supervision measures by relying on the private forces.
