【摘要】：國土空間規(guī)劃作為一項(xiàng)布局和配置國土資源的全局性、宏觀性、戰(zhàn)略性、前瞻性的綜合性規(guī)劃,其對空間資源開發(fā)、利用、保護(hù)等行為調(diào)整時(shí)刻關(guān)涉空間正義、關(guān)涉經(jīng)濟(jì)、社會發(fā)展效率與質(zhì)量。30年改革實(shí)踐表明,我國國土空間規(guī)劃存在效率至上、正義缺失等問題,影響經(jīng)濟(jì)社會可持續(xù)發(fā)展。國土空間規(guī)劃應(yīng)把正義作為核心價(jià)值追求,把效率價(jià)值作為實(shí)現(xiàn)正義的基礎(chǔ),在動態(tài)運(yùn)作中進(jìn)行不斷調(diào)適,保障其正義、效率價(jià)值及可持續(xù)發(fā)展目標(biāo)實(shí)現(xiàn)。
[Abstract]:As an overall, macro, strategic and forward-looking comprehensive plan for the layout and allocation of land and resources, the territorial and spatial planning is always concerned with space justice and economy in its behavior adjustment of space resources development, utilization, protection, etc. The practice of 30 years' reform shows that there are problems in the planning of land and space in our country, such as efficiency supremacy and lack of justice, which affect the sustainable development of economy and society. The land and space planning should take justice as the core value pursuit and efficiency value as the basis of realizing justice, adjust constantly in the dynamic operation, guarantee its justice, efficiency value and the realization of the goal of sustainable development.
