【摘要】：為抑制食品零售價格過快上漲,政府習(xí)慣采用行政手段對食品價格進(jìn)行管制。但從食品零售價格管制之實質(zhì)正當(dāng)性與形式正當(dāng)性考量,食品零售價管制之基礎(chǔ)面臨正當(dāng)性不足之困境。市場經(jīng)濟條件下,食品價格形成機制由市場起決定作用,價格上漲不是價格管制的充分條件。食品零售價格管制面臨管制失靈、管制俘獲、加劇市場不確定性、造成食品安全事件頻發(fā)等諸多風(fēng)險,管制者應(yīng)采取高度的管制自制態(tài)度。
[Abstract]:In order to curb the excessive increase in food retail prices, the government has used administrative measures to regulate food prices. However, considering the legitimacy and formal legitimacy of food retail price control, the basis of food retail price control is facing the dilemma of inadequate legitimacy. Under the condition of market economy, the food price formation mechanism is determined by the market, and price rise is not the sufficient condition for price control. The regulation of food retail price is faced with many risks, such as failure of regulation, capture of regulation, aggravation of market uncertainty, frequent occurrence of food safety incidents, and so on. Regulators should take a high degree of self-control attitude.
