【摘要】：正在以兼職或者短期就業(yè)為主的網(wǎng)約車市場,政府計(jì)劃運(yùn)力規(guī)模不具有正當(dāng)性經(jīng)過不到一年的公共討論,中國網(wǎng)約車監(jiān)管新規(guī)(《網(wǎng)絡(luò)預(yù)約出租汽車經(jīng)營服務(wù)管理暫行辦法》)正式出臺。雖然出臺過程"一波三折",但與網(wǎng)約車這一新興經(jīng)濟(jì)形態(tài)在其他法域的法制境遇相比,中國的網(wǎng)約車新規(guī)可以稱得上是"順產(chǎn)"。網(wǎng)約車新規(guī)背后的認(rèn)知進(jìn)步和保育障礙
