【摘要】：正 一、1989年兒童、青少年及其家庭法條例1.歷史的發(fā)展無(wú)可置疑,在1989年對(duì)于新西蘭家庭法最有意義的事件是通過(guò)了有關(guān)兒童、青少年及其家庭法條例。該條例體現(xiàn)了關(guān)于如何處理虐待兒童、對(duì)兒童放松教育及青少年犯罪的法律的重大修正。其基本原則明顯有別于過(guò)去的原則并且該法介紹了有關(guān)解決兒童問(wèn)題的新的程序。新法的產(chǎn)生經(jīng)歷了一個(gè)漫長(zhǎng)及艱難的過(guò)程。改革步驟始于1976年,當(dāng)時(shí)一項(xiàng)法案終于被提交到議會(huì)以取代1974年的兒童及青少年法。該法案的內(nèi)容包括新的規(guī)則及程序其目的在于給予處于險(xiǎn)境的兒童以更大范圍的保護(hù)。例如,該法案使許多社會(huì)部門(mén),包括醫(yī)生、教師、社會(huì)工作者及律師等承擔(dān)了報(bào)道兒童被虐待情況的義務(wù)。兒童保護(hù)組織也被賦予重要的任務(wù),
[Abstract]:In 1989, the Children, adolescents and their Family Law Regulation 1. There is no doubt about the development of history. In 1989, the most significant event for New Zealand's family law was the adoption of the children concerned, Regulations on juvenile and family law, which reflect the treatment of child abuse, Major amendments to the law on child education relaxation and juvenile delinquency. The basic principles are clearly different from those of the past and the law introduces new procedures for resolving children's problems. The new law has come into being a long way from the past. The reform process began on 1976. A bill was finally submitted to Parliament to replace the Children and Young Persons Act of 1974. The bill includes new rules and procedures designed to give greater protection to children at risk. For example, The bill places obligations on many sectors of society, including doctors, teachers, social workers and lawyers, to report on child abuse. Child protection organizations are also given important tasks.
