【摘要】：目前對(duì)海洋傾廢的界定都強(qiáng)調(diào)其是從船舶、航空器、平臺(tái)或其他人工構(gòu)造物上有意在海上棄置廢物或其他物質(zhì),這種突出運(yùn)載工具的定義方式有其歷史必然性,但隨著海洋污染加劇及其治理方式的轉(zhuǎn)變,海洋傾廢的概念有必要重新界定。
[Abstract]:At present, the definition of marine dumping emphasizes that it intends to dispose of waste or other substances at sea from ships, aircraft, platforms or other artificial structures. The definition of this prominent means of delivery has its historical necessity, but with the aggravation of marine pollution and the transformation of its control mode, it is necessary to redefine the concept of marine dumping.
