新的船用燃料低硫法規(guī)要求煉油廠增加供氫和硫磺回收能力

【摘要】:正2016年10月底國際海事組織發(fā)布了低硫船用燃料油(LSBO)新法規(guī),將硫質(zhì)量分?jǐn)?shù)降至0.5%,將于2020年開始在全球范圍內(nèi)執(zhí)行。屆時要新增重油焦化能力,煉油商現(xiàn)在就要行動。不過,幾家咨詢公司的聯(lián)合評估認(rèn)為,這樣做風(fēng)險高、資金投入大,不這樣做煉油行業(yè)也能滿足硫質(zhì)量分?jǐn)?shù)不高于0.5%和不高于0.1%的船用燃料的需求,同時也能滿足其它非船用燃料的需求。
[Abstract]:At the end of October 2016, the International Maritime Organization (IMO) issued a new regulation on low-sulfur marine fuel oil (LSBO), which will be implemented globally in 2020, reducing the sulfur content to 0.5. Refiners will now have to act to increase the capacity of heavy oil coking. However, a joint assessment by several consulting firms suggests that doing so is risky and costly, and that failure to do so can also meet the demand for marine fuel with sulphur content of no more than 0.5 per cent and less than 0.1 per cent. It can also meet the needs of other non-marine fuels.
