【摘要】：中國象牙商業(yè)性禁貿(mào)政策實(shí)施后,非法象牙貿(mào)易的發(fā)展趨勢(shì)可能出現(xiàn)3個(gè)階段:首先在象牙商業(yè)性禁貿(mào)預(yù)期形成階段,由于象牙加工、銷售企業(yè)清倉甩貨而拉低象牙價(jià)格,從而在客觀上抑制非法象牙貿(mào)易;其次,在象牙商業(yè)性禁貿(mào)實(shí)施初期,由于合法象牙制品消失而導(dǎo)致非法象牙價(jià)格上升,以及國際非法象牙貿(mào)易網(wǎng)絡(luò)等因素的綜合影響,可能導(dǎo)致非法象牙貿(mào)易增多;第三,在象牙商業(yè)性禁貿(mào)實(shí)施一定時(shí)間后,非法象牙貿(mào)易將得到嚴(yán)格的控制并逐漸趨向消亡。為了保障象牙商業(yè)性禁貿(mào)目標(biāo)的實(shí)現(xiàn),中國需要加強(qiáng)公眾生態(tài)文明意識(shí)的培養(yǎng)、增加野生動(dòng)物執(zhí)法相關(guān)資源的配置、加強(qiáng)與鄰國在打擊非法象牙貿(mào)易領(lǐng)域的合作。
[Abstract]:After the implementation of China's commercial ivory trade ban policy, there may be three stages in the development trend of the illegal ivory trade: first, in the expected formation stage of the commercial ivory trade ban, the ivory prices will be lowered because of ivory processing, sales enterprises clearing and dumping goods. In order to objectively curb the illegal ivory trade; secondly, in the early stage of the implementation of the commercial ivory trade ban, the price of illegal ivory increased due to the disappearance of legitimate ivory products, as well as the combined effects of the international illegal ivory trade network and other factors. Third, after a certain period of time, the illegal ivory trade will be strictly controlled and will gradually die out. In order to ensure the realization of the commercial trade ban of ivory, China needs to strengthen the cultivation of public awareness of ecological civilization, increase the allocation of resources related to wildlife law enforcement, and strengthen cooperation with neighboring countries in combating the illegal ivory trade.
