【摘要】：國際組織的表決機制,單單就一個組織的表決機制進行研究的作品很多,但對于其形成是否具有普遍規(guī)律,討論則相對較少,本文試圖探尋究竟是哪些因素影響著表決機制的設計。 緒論部分介紹選題意義、研究現(xiàn)狀、研究思路等。第一章則將表決權分配、決策規(guī)則這兩個因素,作為分類標準,對各項表決機制及其各自的優(yōu)點與缺陷進行梳理。第二章的五節(jié),則分別考察議程性質、成員規(guī)模、權力格局、民主密度、路徑依賴這五個因素,對表決權分配和決策規(guī)則存在哪些影響；為什么選擇這五個,每一節(jié)最前面的部分,將分別予以說明；在考察中,文章先后提出并論證了六個假定；第二章第六節(jié),則以表格形式,對影響因素與表決機制的關系進行總結,以期能系統(tǒng)性地揭示表決機制的生成機理。第三章則選取歐盟理事會作為案例,來檢驗前文假設。 本文認為,表決權分配,基本只受議程性質影響；但在低級政治領域,創(chuàng)始會員國權力格局的不同,也會對表決權分配產(chǎn)生影響。至于決策規(guī)則,議程性質主要為高級政治、成員規(guī)模越小、權力格局趨向于兩極、民主密度越低,則決策規(guī)則越趨向于全體一致；而這些因素若走向反面,則決策規(guī)則也相應地向相反方向變動。
[Abstract]:The voting mechanism of international organizations has a lot of work on the voting mechanism of an organization, but whether it has a universal law or not, the discussion is relatively small. This article tries to find out what factors affect the design of voting mechanism.
The introduction part introduces the significance of the topic, the research status, the research ideas and so on. In the first chapter, the two factors, the voting rights distribution and the decision rules, are used as the classification criteria. The voting mechanism and their respective advantages and defects are combed. The five section of the second chapter examines the nature of the agenda, the scale of the members, the power pattern, democratic density, and the path dependence. What are the effects of these five factors on the distribution of voting rights and the rules of decision making; why these five, the most front parts of each section will be explained separately; in the investigation, the article successively puts forward and demonstrates six hypotheses; the second chapter and sixth section, in the form of tabular form, summarizes the relationship between the influence factors and the voting mechanism. In order to systematically reveal the generating mechanism of voting mechanism, the third chapter selects the Council of the European Union as a case to test the foregoing hypothesis.
This article holds that the distribution of voting rights is mainly influenced by the nature of the agenda, but in the low political field, the difference in the power grid of the founding members' state power will also have an impact on the distribution of the right to vote. As for the rules of decision, the agenda is mainly senior politics, the smaller the membership is, the more the power pattern tends to the two poles, the lower the Democratic density, the more the decision rules are. Tends to be unanimous; and if these factors go to the opposite side, the rules of decision are correspondingly reversed.
