【摘要】：以底拖網(wǎng)為代表的深海底層漁業(yè)對深海脆弱海洋生態(tài)系統(tǒng)的危害受到國際社會的熱切關(guān)注。2003年以來聯(lián)合國大會多次通過決議,呼吁各國各自并通過RFMO/As采取行動,根據(jù)預(yù)防性原則,采用基于生態(tài)系統(tǒng)的管理方法,評估深海底層漁業(yè)對脆弱海洋生態(tài)系統(tǒng)的影響,若評估表明確有重大不利影響,則應(yīng)采取有效措施限制深海底層漁業(yè)以降低這種影響;FAO主要從技術(shù)角度制定了《公海深海漁業(yè)管理國際指南》,為管理公海深海漁業(yè)和保護(hù)脆弱海洋生態(tài)系統(tǒng)提出了技術(shù)標(biāo)準(zhǔn)和管理框架;RFMO承擔(dān)著具體執(zhí)行深海底層漁業(yè)管理措施和監(jiān)督管理的責(zé)任,在北大西洋、地中海、南太平洋的公海和南極水域,相關(guān)RFMO已采取了暫停部分區(qū)域底拖網(wǎng)漁業(yè)活動、收集數(shù)據(jù)、評估底拖網(wǎng)對脆弱海洋生態(tài)系統(tǒng)的影響等措施,在北太平洋,新成立的北太平洋漁業(yè)管理委員會將公海底層漁業(yè)管理作為首要目標(biāo)。環(huán)保非政府組織和部分科學(xué)家呼吁禁止公海深海底層漁業(yè),但各國對此的立場尚不一致,產(chǎn)業(yè)界大多持反對立場。近期來看,尚難以全面禁止公海的深海底層漁業(yè)。中國正在發(fā)展公海大洋漁業(yè),需對此密切關(guān)注,加強(qiáng)跟蹤研究以支撐決策,并應(yīng)發(fā)展和使用選擇性漁具和對生態(tài)環(huán)境無害的作業(yè)方式,防止對脆弱海洋生態(tài)系統(tǒng)產(chǎn)生損害性影響。
[Abstract]:The damage to the deep-sea bottom fishery, represented by bottom trawl on the deep-sea fragile marine ecosystem, has been deeply concerned by the international community. The United Nations General Assembly has passed the resolution several times since.2003, calling on each country to take action through RFMO/As and to assess deep seabed fisheries based on the precautionary principle and the use of a system based management method. On the impact of fragile marine ecosystems, if the assessment has significant adverse effects, effective measures should be taken to limit deep-sea bottom fisheries to reduce such effects; FAO has formulated the international guide to the management of deep sea fisheries management in the high seas from a technical point of view, which provides a technical standard for the management of deep sea fisheries in the high seas and for the protection of fragile marine ecosystems. The quasi and management framework; RFMO is responsible for the specific implementation of the deep seabed fisheries management measures and supervision. In the North Atlantic, the Mediterranean, the South Pacific on the high seas and Antarctic waters, the related RFMO has taken measures to suspend the bottom trawl activities in some areas, collect data and assess the impact of bottom trawling on vulnerable marine ecosystems, In the North Pacific, the newly established North Pacific Fisheries Management Committee has taken the management of the public seabed fisheries as its primary goal. Environmental non-governmental organizations and some scientists have called for the prohibition of deep sea bottom fisheries in the high seas. However, the position of all countries is not consistent and the industry is mostly opposed to the standing. In the near future, it is still difficult to completely ban the deep sea. Seabed fisheries. China is developing ocean fisheries in the high seas. It needs to pay close attention to this, to strengthen tracking research to support decision-making, and to develop and use selective fishing gear and ecological environment harmless operation methods to prevent the damaging effects on vulnerable marine ecosystems.
