【摘要】：不結(jié)盟運(yùn)動(dòng)在構(gòu)建國(guó)際海洋新秩序進(jìn)程中扮演了十分重要的角色。它堅(jiān)持國(guó)際海底區(qū)域的人類共同繼承財(cái)產(chǎn)原則;主張沿海國(guó)家的200海里海洋權(quán);建議給予內(nèi)陸國(guó)與地理上不利國(guó)家優(yōu)惠制度;支持制定國(guó)際海洋條約和成立國(guó)際海洋權(quán)力機(jī)構(gòu)。舊的國(guó)際海洋秩序不公正與不合理、發(fā)展中國(guó)家爭(zhēng)取建立國(guó)際海洋新秩序斗爭(zhēng)的蓬勃開(kāi)展、不結(jié)盟運(yùn)動(dòng)活動(dòng)的重點(diǎn)由政治領(lǐng)域轉(zhuǎn)向經(jīng)濟(jì)與發(fā)展領(lǐng)域,這些都是不結(jié)盟運(yùn)動(dòng)構(gòu)建國(guó)際海洋新秩序的重要背景。不結(jié)盟運(yùn)動(dòng)構(gòu)建國(guó)際海洋新秩序的主張與努力產(chǎn)生了積極影響,它深刻譴責(zé)了海洋霸權(quán)主義,有利于維護(hù)發(fā)展中國(guó)家的海洋權(quán)益;推動(dòng)了《聯(lián)合國(guó)海洋法公約》的制定,為構(gòu)建國(guó)際海洋新秩序作出了突出的貢獻(xiàn);順應(yīng)了時(shí)代需求,凝聚了發(fā)展中國(guó)家的力量,從而為當(dāng)下包括中國(guó)在內(nèi)的廣大發(fā)展中國(guó)家維護(hù)海洋權(quán)益提供了有益的借鑒。
[Abstract]:The Non-Aligned Movement has played a very important role in the process of building a new international maritime order.It upheld the principle of the common heritage of mankind in the international seabed area; advocated the right of coastal States to a 200-nautical mile sea; recommended preferential regimes for landlocked and geographically disadvantaged countries; and supported the development of international maritime treaties and the establishment of an international maritime authority.The old international maritime order was unjust and unreasonable, the struggle of developing countries to establish a new international maritime order flourished, and the focus of the Movement's activities shifted from the political sphere to the economic and development field,These are the important background of NAM to construct a new international ocean order.The Non-Aligned Movement's advocacy and efforts to build a new international maritime order have had a positive impact. It has profoundly condemned maritime hegemonism, is conducive to safeguarding the maritime rights and interests of developing countries, and has promoted the formulation of the United Nations Convention on the Law of the Sea,It has made outstanding contributions to the construction of a new international marine order, conformed to the needs of the times and condensed the strength of developing countries, thus providing a useful reference for the vast number of developing countries, including China, to safeguard their marine rights and interests.
